As a
Management and Program Analyst , you will deliver training and employee development services that help employees build knowledge, skills, and abilities to perform their duties successfully and support the mission.

- The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
- Identifies, analyzes, and evaluates training needs for NRC employees, supervisors, and program offices.
- Conducts needs assessments through surveys, interviews, performance data, workflow reviews, stakeholder feedback, and organizational requirements.
- Designs, develops, updates, and maintains training programs, curricula, lesson plans, job aids, training materials, presentations, and other instructional resources.
- Delivers a wide range of instructor-led, virtual, hybrid, and on-the-job training to NRC personnel.
- Coordinates training logistics, schedules, participant registration, classroom or virtual platform arrangements, training communications, and required materials.
- Maintains training records and related training metrics in accordance with applicable requirements.
- Uses learning management systems or other tracking tools to monitor participation, compliance, and mandatory training completion.

Residency Requirement : There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.
Probationary Period: You may be required to serve a probationary period of 1 year.

GS-12 : You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties:
- Developing, updating, and supporting training programs, instructional materials, lesson plans, job aids, and employee development tools
- Applying adult learning principles and instructional design methods
- Using analytical and evaluative methods to assess training effectiveness and learning outcomes
- Conducting or assisting with training needs assessments and course evaluations
- Recommending improvements to training processes, materials, and delivery methods
GS-13 : You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties:
- Designing, developing, implementing, and evaluating training programs and employee development initiatives
- Applying adult learning principles and instructional design practices to classroom, virtual, hybrid, and on-the-job training
- Using analytical and evaluative techniques to assess the effectiveness of learning tools, methodologies, and workforce development programs
- Providing advisory assistance and technical guidance on employee development practices, methods, and procedures
- Evaluating human capital programs and policies to provide findings and recommendations to management in areas such as strategic planning, change management, process improvement, and business process re-engineering
