Departmental Overview Berkeley Regional Services (BRS), a division of the UC Berkeley Office of the Vice Chancellor for Administration, brings together administrative professionals who support the people and programs advancing UC Berkeley's teaching, research, and public service mission. BRS partners with schools, colleges, departments, and research units across campus to provide services in Human Resources and Academic Personnel Support, Research Administration, and Purchasing and Reimbursements. The SHARE Region is one of BRS's five service regions and supports a diverse portfolio of academic and research organizations across UC Berkeley. SHARE partners with the Division of Social Sciences, the Division of Arts & Humanities, Undergraduate Education, the College of Chemistry, the Space Sciences Laboratory, and related Organized Research Units (ORUs). As part of the SHARE Region, team members work in a collaborative service environment supporting organizations with distinct programs, priorities, and operational needs. Position Summary The HR Partner is responsible for managing client relationships and facilitating effective service delivery to administrative business or academic units on campus. This position serves as a business partner and liaison between clients and BRS HR/APS to ensure the efficient flow of information and coordinates activities to best serve client needs in a timely manner. The HR Partner works with the Service Delivery Manager and AP/HR Process Improvement teams to implement best practices and deliver continuous improvements in service. This role involves recommending, developing, implementing, administering, coordinating, and evaluating Human Resources policies, labor contracts, statutes, programs and procedures covering recruitment, compensation, employee relations, labor relations, welfare programs, training and development, visa procurement, intercampus transfers, and employee services. Responsibilities Counsels department managers and supervisors on employee and labor policies, procedures, and appropriate practices regarding performance management, recruiting, on-boarding, compensation/classification, disability, training and other areas of HR. Responsible for diverse and complex client allocation. Collaborates with their lead and employee and labor relations, the academic personnel office, and researches and provides information to resolve grievances, identify inconsistencies, ambiguities, or compliance issues with collective bargaining agreements to flag potential conflicts and problematic provisions, and provide recommendations for interpretation and subjects of bargaining. Manages recruitment cycle for a full range of staff or academic positions. Acts as the regional SME when it comes to the Lecturer contract with respect to hiring, changes to FTE and potentially layoffs. A solid understanding of any actions that will impact Lecturer benefits and pay from the point of the department request through to UCPath entry. Counsels employees concerning sensitive and difficult-to-resolve work-related problems. Conducts termination interviews, providing feedback to administration and academic unit management Works with client groups on complex re-organizations and staffing objectives to assist in meeting business objectives. Advises all levels of managers, supervisors, and employees in developing job descriptions; managing disability, leaves of absence and employee performance; interpreting and applying personnel policies and procedures. Prioritizes work assignments, conducts complex HR trends analyses and develops resulting recommendations. Works to make Regional Services an inclusive environment Required Qualifications Ability to provide exceptional customer service in a high-volume, fast-paced, professional environment. Demonstrated knowledge of human resources concepts, policies, and procedures, employment practices, labor relations, salary administration, training, and other areas of human resources. In-depth knowledge of disability case management and proven ability to follow through and focus on resolving cases in a timely manner. Excellent interpersonal skills to develop and maintain effective relationships with diverse client groups. Excellent verbal and written communication skills and the ability to apply skills in a consultative way. Demonstrates skill in prioritizing competing work assignments, and timelines. Employing political & interpersonal acumen to analyze information to determine appropriate courses of action and their implications. Possesses strong analytical, active listening, and critical thinking skills Preferred Qualifications Demonstrated knowledge of Human Capital Management (HCM) and Talent Acquisition Management (TAM) systems and other related business software programs and systems, and/or the ability to learn. Knowledge of academic personnel or administration, and/or the ability to learn. Worked in a shared services environment, especially in the higher education field. Knowledge of campus initiatives relating to and/or impacting human resources and a thorough understanding of how work may impact other areas and/or the ability to learn. Education / Training Bachelor's degree in a related area and/or 3-5 years of combined experience in human resources, organizational development, and/or training and development. This range takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The budgeted annual salary range that the University reasonably expects to pay for this position is $92,000 - $99,000. This is an exempt, monthly-paid position. This is a full-time (40 hours/week) Career position eligible for UC benefits. Other Information This position is eligible for up to 5 days/week of remote work within the United States. Exact arrangements are determined in partnership with your supervisor to meet role responsibilities and department needs and are subject to change. This is not a visa opportunity. This position does not include sponsorship of a new consular H-1B visa petition that would require payment of the $100,000 supplemental fee. This position is governed by the terms and conditions in the agreement for the Clerical & Allied Services Unit (CX) between the University of California and Teamsters Local 2010.
