Hours: 37.5 Hours/Week

The State of South Carolina Department of Motor Vehicles (SCDMV) is seeking an experienced Programmer - Consultant to support development, enhancement, and maintenance of mission-critical business systems. The environment includes Micro Focus Visual COBOL running under IIS on Windows Server 2019/2022 , integrated with .NET UI layers and Oracle/MS SQL databases .
The consultant will work closely with SCDMV engineers and business specialists in a real-time development and production support environment and is expected to operate with minimal supervision.

Key Responsibilities
- Analyze SCDMV Phoenix II, Web Services, and batch business applications
- Lead analysis and troubleshooting of assigned system issues
- Propose technical solutions and design approaches
- Develop, modify, test, and promote application code
- Support online systems, batch processing, data extraction, and reporting
- Collaborate directly with business area specialists and technical teams
- Provide production support and resolve production issues as needed
- Deliver daily and weekly status updates to the Development Manager
- Ensure solutions meet functional and technical requirements
Required Skills
- 8+ years of development experience with Micro Focus Visual COBOL on Windows Server 2019/2022 , including batch processing and IIS environments
- 4+ years of experience using Visual Studio 2019/2022 , including debugging capabilities
- 4+ years of application programming experience with RDBMS systems (Oracle and MS SQL Server)
- Bachelor's degree in Information Technology or related discipline with 8 years of experience
- OR minimum 10 years of relevant experience in lieu of a degree
Preferred Skills
- Experience with Micro Focus COBOL version 7 or higher
- Ability to write complex SQL queries for Oracle and MS SQL databases
- Experience with IIS configuration and setup
- Proficiency in C# and .NET technologies
- Microsoft technical certifications (please specify on resume)
- Micro Focus certifications (please specify on resume)
Additional Requirements
- Strong communication and collaboration skills
- Ability to work independently with minimal supervision
- Willingness to provide onsite support and transition to limited remote work if permitted
- Production support experience is required
