Human Services is seeking a highly dedicated individual to lead a unit in the Adult & Disability Services Division. The current unit assignment provides case management services to individuals experiencing mental and physical health needs and receiving services under the Home and Community Based Waiver systems. This challenging and rewarding position offers an opportunity to provide leadership to case managers who are providing person centered services and helping individuals improve their quality of life.

Starting Salary: $99,353 - $118,633

Position Objective
To provide leadership and supervision of employees while managing Human Services programs and services. This position is responsible for ensuring that business is performed in accordance with policies, procedures, and laws, and providing reports and statistical information regarding human services programs and is responsible for ongoing assessment and development of local and State resources and service capability and coordination of awareness and knowledge of these resources to the areas supervised.


Essential Duties and Responsibilities

1. Supervises, coordinates, and prioritizes unit activities, workflow, and referrals between units in an equitable manner.
2. Supervises housing outreach services and coordinates with community partners to assist in meeting housing needs of individuals in our community.
3. Participates in the development of client service plans, grant applications, ad hoc reports, and contractual reports to improve program performance.
4. Assists staff in the assessment of client needs and referrals to resources.
5. Manages client-related services and ensures quality by participating in client file reviews, case audits, and monitoring staff work to ensure accuracy and completion.
6. Recommends, interprets and carries out program policies and procedures as needed.
7. Assists with the development and implementation of quality assurance programs, coordinates program and services with community resources, and provides education about services as needed.
8. Participates in employee selection, orientation, training, and performance management in conformance with County and State personnel policies and procedures; develops job aides and written expectations to ensure compliance with service standards.
9. Participates in administrative appeal hearings, court hearings, meetings, conferences, and community functions.
10. Monitors the preparation of statistical and narrative program reports.
11. Provides ongoing consultation and direction to staff on difficult or complex case issues which requires professional expertise and adherence to professional standards.
12. Assists with coordinating the implementation and utilization of software applications and programs.
13. Assists with developing and monitoring budgets and expenditures including analysis of past and current expenditures, revenue sources and developing a forecast of future expenses versus revenue.
14. Provides leadership, facilitation and support for staff in individual and group consultations of often complex client, systems and ethical issues.
15. Prepares and manages grants by conducting research, writing proposals and responding to questions from the funding organizations.
16. Manages appeal hearings; reviews staff documentation; reviews program authority/statute in relation to decision; attends and testifies at hearings; and consults with the County Attorney’s Office.
17. Provides representation on Screening Teams and develops screening tools.
18. Determines staff assignments with a multidisciplinary team based on knowledge of Community Supports program areas and community resources and programs.
19. Provides internal and external trainings regarding program areas, services, policies and procedures including participation on interdisciplinary teams and regional meetings.
20. Responds to concerns from clients and the public as well as questions and inquiries from commissioners, community partners and other professionals.
21. Attends work in a regular and timely manner.
22. Performs other duties as assigned or apparent.

Minimum Qualifications
In order to be considered for this position, applicants must possess the following:

• Bachelor's degree or higher in social work, sociology, psychology or related field and five years of progressively related professional experience OR a Master’s degree in social work, sociology, psychology or related field and one year progressively related experience
• Experience using Microsoft Office Applications
• Reliable means of transportation to travel to multiple locations around Stearns County, some of which may not be accessible by public transportation

Work Environment and Physical Demands
The primary responsibilities for this position will be performed approximately 100% of the time indoors. Will require travel to offsite locations and minimal attendance at evening meetings. May be required to provide after hours Supervisor coverage during assigned periods of time which includes weekends. Will have infrequent exposure to health hazards and accidents; requires a low level of physical effort. All employees are required to reside within the state of Minnesota.

Work is performed under the general supervision of the Human Services Director.


Supervision of Others
This position supervises social workers, public health nurses and case aides.

Hours of Work
This position has a normal work schedule of 8:00 a.m. to 4:30 p.m.; may include some hours outside of normal work hours on occasion.
