Supervisor, Neighborhood Services Location: Overland Park, KS Job Summary Full‑time Supervisor in Planning & Development Services Department directs and supervises the Neighborhood Services Section, overseeing the Neighborhood Conservation Program, grants and assistance programs—including the Community Development Block Grant Program—and supporting the Strategic Planning Manager. Responsibilities Supervise and direct the Neighborhood Services Section and perform the work of reporting staff in their absence. Develop and modify policies and procedures directed by the Strategic Planning Manager, ensuring compliance with applicable laws and ordinances. Communicate policies and changes to staff, elected officials, other agencies and the public. Build and maintain relationships for positive, inclusive civic engagement and cultivate community awareness of issues affecting quality of life. Identify emerging needs and resources, coordinating activities with department staff and other city departments (City Manager, Law, Police, Parks Services, Public Works, Finance). Interact extensively with residents, neighborhood leaders, community organizations and members of the Governing Body. Identify and collaborate with organizations that demonstrate successful neighborhood programs, maintaining contacts with community leaders, governmental representatives, organizational leaders and professionals in neighborhood preservation and development. Supervise and/or participate in the preparation of reports, statistical information and special projects; communicate operating policy and guidelines to staff. Establish time frames for project completion and present findings in writing or orally to requesting parties. Oversee preparation of plans and administer budgets for grants and assistance programs, including the Community Development Block Grant (CDBG) Program. Develop and implement short‑ and long‑term goals and objectives; keep abreast of changing laws and practices. Coordinate the purchase of materials, equipment and supplies. Supervise grants programs, CDBG and Neighborhood Conservation Programs; support and review program activities. Oversee staff liaisons to the CDBG Citizen Advisory Committee and Neighborhood Executive Committee. Perform and support special projects, planning processes and studies as directed. Serve as Acting Manager, Strategic Planning in absence of the incumbent. Participate in emergency management operations for the City as requested. Work days, nights and weekends as needed; remain available during regular business hours or shifts to communicate with subordinates, supervisors, customers, vendors and other stakeholders. Maintain punctuality and timely completion of all performance requirements, including attendance standards and work deadlines. Requirements Bachelor’s degree in planning, community development, management, public administration, political science, or a related field; master’s degree preferred. Five years of job‑related experience, including two years in a supervisory role. Skills Analytical and problem‑solving skills. Attention to detail. Basic math and accounting skills.
