Facilities Manager
Bowser-Morner
Facilities Manager
The Facilities Manager oversees the maintenance, repair, and improvement of all facilities owned, leased, or occupied by Bowser-Morner. The Facilities Manager serves as a working manager responsible for keeping building systems reliable, ensuring preventive maintenance and repairs are completed on schedule, selecting and coordinating service contractors, and carrying out facility improvements.
The Facilities Manager supervises one maintenance employee while coordinating additional internal and external resources to address immediate needs while planning for the long-term condition and operation of buildings and equipment.
Key Responsibilities
Corporate Facilities Operations
• Oversee building interiors, exteriors, grounds, and supporting systems across all three locations. Coordinate with local managers to identify needs, establish priorities, and arrange timely service.
• Conduct scheduled facility and equipment walkthroughs at least in the Company's Dayton and Toledo facilities and at least bi-annually in the Company's Springfield location. Maintain a prioritized list of deficiencies, recurring failures, deferred maintenance, and recommended improvements.
• Establish and maintain a documented preventive maintenance program for building systems and applicable equipment. Schedule work, assign responsibility, track completion, and address overdue activities.
• Manage a consistent work request process for reporting, prioritizing, assigning, and closing maintenance requests. Communicate status and expected completion dates to affected managers and employees.
• Assess service needs and determine whether work should be performed by maintenance personnel or qualified contractors. Perform or assist with maintenance and troubleshooting within the limits of their training and qualifications, using available resources and safe work practices.
• Coordinate service and repairs for laboratory support equipment, including freeze-thaw and subzero equipment and air compressors. Establish maintenance responsibilities with laboratory managers; technical calibration, test-method verification, and laboratory quality requirements remain with designated laboratory personnel.
• Maintain equipment inventories, service histories, warranties, operating manuals, facility drawings, and contractor records in an accessible system.
Contractors and Facility Services
• Secure and oversee contractors for HVAC; plumbing; electrical and lighting; roofing, skylights, gutters, and downspouts; masonry and painting; flooring and carpet cleaning; parking lots and driveways; and construction or renovation work.
• Coordinate snow removal, landscaping and tree service, janitorial services and supplies, window cleaning, trash collection, vending, document shredding, and other facility services.
• Define scopes of work, obtain and compare proposals, and recommend vendors. Monitor contract requirements, renewal dates, service quality, and completion of work; review invoices and resolve incomplete or unsatisfactory work.
• Coordinate contractor access, work schedules, utility shutdowns, and equipment outages with department managers to minimize disruption to laboratory and office operations.
Planning and Financial Management
• Prepare and monitor the facilities and maintenance operating budget. Review spending, explain significant variances, and allocate maintenance costs to the appropriate departments.
• Maintain a rolling repair, replacement, and capital improvement plan based on asset condition, recurring failures, operating needs, and risk. Estimate costs and explain the operational consequences of deferring recommended work.
• Review and approve facility modification work orders, Department 90 building and maintenance purchases, and utility purchase orders within delegated authority. Coordinate department-funded purchases with the responsible manager.
• Review utility usage and recurring facility costs, investigate unusual changes, and recommend practical measures to improve efficiency and control expenses.
• Develop project scopes, specifications, and schedules with qualified engineering consultants when needed. Analyze bids and submit recommendations for approval; oversee contractor work for adherence to scope, cost, schedule, and specifications.
Inspections and Emergency Response
• Coordinate applicable building-system inspections, testing, and service, including fire extinguishers and, where present, fire alarms, sprinklers, emergency lighting, backflow prevention devices, and other systems requiring scheduled attention. Retain records and track correction of deficiencies.
• Take responsibility for building-system upkeep and correction of facility deficiencies. Coordinate with the Safety Manager on hazard identification, safe maintenance practices, applicable requirements, and corrective actions, with clear assignment of responsibilities.
• Coordinate the company's facilities response to leaks, loss of heat or power, equipment breakdowns, and other disruptions. Maintain emergency vendor contacts, response procedures, and coverage arrangements; support restoration of operations and company emergency preparedness efforts.
Maintenance Supervision
• Supervise one maintenance employee, assign daily work, review priorities regularly, and verify completion and quality. Provide training, performance feedback, and support for safe work practices.
• Coordinate and supervise maintenance activities provided by personnel from other departments, reviewing priorities regularly, and verify completion and quality. Provide training, performance feedback, and support for safe work practices.
• Coordinate maintenance coverage during absences and competing demands. Recommend staffing, training, tools, equipment, or contractor support needed to complete assigned work.
• Manage maintenance personnel matters within delegated authority and in coordination with Human Resources. Keep leadership informed of significant facility risks, outstanding work, budget needs, and project progress.
Education and Experience
• Training in facilities management, building maintenance, building systems, or a related field, or an equivalent combination of training and practical experience.
• Five to ten years of relevant facilities management experience, including coordination of maintenance, contractors, and facility projects.
• Experience with preventive maintenance, budgets, and repair or replacement planning; experience coordinating multiple locations and directing maintenance personnel preferred.
Skills and Abilities
• Working knowledge of building systems, including HVAC, electrical, plumbing, building envelopes, and supporting equipment; ability to recognize when specialized expertise is required.
• Ability to assess facility conditions, prioritize competing needs, troubleshoot problems, and follow corrective work through completion.
• Ability to develop budgets, evaluate bids, review service contracts, and maintain accurate maintenance and asset records using appropriate software.
• Ability to communicate effectively with employees, managers, and contractors; establish productive vendor relationships; and supervise maintenance work.
• Ability to read and interpret manuals, drawings, specifications, and service reports and coordinate applicable inspection and maintenance requirements.
• Ability to react calmly and effectively in emergencies, exercise sound judgment, and coordinate response across locations.
Reporting Relationships

• Directly supervises one maintenance employee.
• Works collaboratively with company officers and managers, local facility contacts, the Safety Manager, laboratory managers, and Human Resources.
