Department of Health and Human Services (DHHS) Public Service Manager III Opening Date: June 8, 2026 Closing Date: June 22, 2026 Job Class Code: MA34 Grade: 34 (Confidential) Salary: $84,697.60 – 120,265.60 per year Position Number: 03030-4438 Location: Augusta Core Responsibilities: The MMIS Associate Director provides business systems and technical leadership for MIHMS and other components of the MES. The position oversees critical technology systems and associated vendors, supports OMS to appropriately understand and plan for the impacts of large systems implementations, and drives MaineCare to continually look for ways to strategically improve its systems in ways that benefit staff, members, and providers in alignment with MaineCare’s priorities. The position will supervise and provide leadership direction to 2-3 direct reports and 14-15 indirect reports and will work highly collaboratively with MaineCare’s fiscal agent to ensure that teams are aligned with OMS and DHHS business needs and priorities. This position will be a member of the OMS Senior Management Team. In that capacity, the position will serve as a senior level liaison to other teams within and outside OMS, promote cross-team collaboration and communication, lead complex technology-related initiatives, contribute to budget and legislative planning, advise senior and executive leaders on MES topics and issues, and provide updates on project progress and advancements of key priorities. To accomplish this, the person in this position must understand how the teams’ work is connected to the work of other teams within OMS and other state agencies. As a senior leader within the office, this position must be able to understand, professionally and confidently represent, and promote the work, values, and priorities of the division, Office, and Department to both internal and external audiences. The person in this position must be able to think critically and creatively, be solution-oriented, take a high degree of initiative, show good judgment, and work under minimal supervision. Typical responsibilities and duties include: • Supervising teams to ensure that work is appropriately assigned, prioritized, scheduled, and executed in accordance with agreed upon plans and supporting direct reports to learn and grow. • Developing a working knowledge of MIHMS and associated systems and applications while being able to elicit, assess, and incorporate others’ more detailed subject matter expertise. • Making decisions and/or providing recommendations to other senior leadership regarding approaching and prioritizing system changes and operational issues. • Reviewing and responding to escalated issues, questions, and decisions from team members, other colleagues, or the fiscal agent. • Reviewing and approving MIHMS system changes before they move to development. • Assessing fiscal agent adherence to and performance against contract requirements, negotiating with the fiscal agent, and drafting new fiscal agent contract language based on changing business needs. • Overseeing and providing strategic advisement on the process to request and secure enhanced federal funding for the MES from the Centers for Medicare & Medicaid Services (CMS), and contributing to such requests related to MIHMS. • Strategically engaging with CMS related to enhanced federal funding requests and contributing to the development of such requests. • Monitoring new state and federal initiatives and regulations that will have major MIHMS impacts and working with the fiscal agent and OMS colleagues to coordinate response and planning. This position reports to the OMS Chief Operating Officer. Minimum Qualifications: To qualify, your background must include a 10-year combination of education, training, and/or professional experience in health plan administration, project management, systems analysis, business analysis, or related field demonstrating knowledge of project management concepts, systems improvement, and the ability to develop and implement business plans. Experience must include at least five (5) years of information technology management and at least three (3) years of supervisory experience. Preferred experience includes: • Experience with and knowledge of the Medicaid program and/or other health and human services programs serving low-income populations • Lived experience with Medicaid and/or other health-related social needs common to individuals and families receiving Medicaid coverage • Experience in health plan administration • Experience managing one or more large technology platforms that support health plan administration, claims processing, public sector programs, and/or social services programs The background of well-qualified candidates will demonstrate the following competencies. Proven record of success synthesizing complex data and other technical information into well-formed analyses, conclusions, and recommendations, and clearly communicating verbally and in writing for both technical and non-technical audiences; and 5. Ability and motivation to effectively develop and/or manage multiple short- and long-term projects with diverse interested parties and partners internal and external to the team and agency and to adapt to changing circumstances and priorities. The Department provides health and social services to approximately a third of the State's population, including children, families, older Mainers, and individuals with disabilities, mental illness, and substance use disorders. The Department also promotes public health, operates two state psychiatric hospitals, and provides oversight to health care providers. The Office of MaineCare Services (OMS) within DHHS administers the state’s Medicaid program, which provides free or low-cost health insurance coverage for low-income Mainers so they can access the health care services they need to work, care for family, go to school, and participate in the community. OMS works collaboratively with other State agencies, the Legislature, the Office of the Governor, MaineCare members, health care providers, and other health care purchasers on statewide healthcare improvement initiatives. OMS is committed to advancing efforts to improve access to care and positive health outcomes for all low-income Mainers. OMS provides benefit coverage and support services in alignment with Department goals, federal requirements, and State statutes. OMS also provides oversight necessary to ensure accountability and efficient and effective administration of the state’s Medicaid program. The Medicaid Management Information System (MMIS) is a large technology platform that forms the backbone of MaineCare operations and sits within Maine’s broader Medicaid Enterprise System (MES). At its core, the MMIS processes and pays primarily fee-for-service claims from healthcare providers for services rendered to MaineCare members. In Maine, the MMIS is known as the Maine Integrated Health Management Solution (MIHMS). MaineCare is a fully fee-for-service Medicaid program; as such, OMS as the State Medicaid Agency is directly responsible for processing all claims payments, through MIHMS. Each week, through MIHMS, OMS processes almost 350,000 medical, dental, and pharmacy claims and pays healthcare providers more than $100 million for the delivery of services. MIHMS includes multiple functional modules and is operated by a fiscal agent vendor partner. MIHMS is the State’s largest technology contract. More information about MIHMS: Healthcare providers use MIHMS to enroll with MaineCare, check member eligibility, submit prior authorization requests, and submit healthcare claims. The Department and fiscal agent use MIHMS to manage eligibility data, reimburse providers for claims, analyze data, and support staff’s daily workflows. MIHMS must be compliant with federal and state regulations while supporting the Department’s programmatic goals. The work of nearly all teams in OMS – as well as multiple teams outside OMS - interface with the MIHMS platform; external users also access MIHMS via an online portal. The Department is undertaking a major version upgrade of the core claims processing functionality within MIHMS, scheduled to go live in fall 2026. This position will oversee three functional areas. 1. The Change Management team is responsible for facilitating all changes to MIHMS. The team identifies, solicits, researches, defines, documents, and tracks MIHMS changes stemming from internal and external business, regulatory, compliance, and financial needs. This team works collaboratively across OMS business areas and with the fiscal agent. 2. The User Acceptance Testing team performs testing to ensure that final MIHMS system changes will perform as designed when they are moved to the production environment. This team works collaboratively across OMS business areas and with the fiscal agent. 3. The Health Information Technology Coordinator ensures that HIT systems advance strategic priorities; leads efforts to design and implement various aspects of HIT to support a value-based, transformed health care system; and uses data to drive improvement across multiple programs.
