Position Information Job Series: Grant Management – Competitive Classification: Grants Manager Class Code: FGM03C Pay Grade: SGS07 Salary Range: $57,351 - $84,879 Job Summary The Grants Manager is the highest-level position in the grants management series and is responsible for overseeing the grant-making processes across a department or agency. This includes supervising the grant application process, ensuring compliance with federal, state, and agency regulations, and managing the disbursement and use of grant funds. The Grants Manager serves as the primary liaison for funding agencies, external stakeholders, and grant recipients and ensures that grant projects meet programmatic goals, timelines, and financial reporting requirements. Roles and Responsibilities This position, titled Recovery Branch Manager, advises the Recovery and Resilience Deputy Director/State Coordinating Officer on all disaster recovery matters and provides program recommendations. Key responsibilities include: Supervision of branch staff and completion of program recommendations and annual evaluations. Planning, administration, and monitoring of state and federal disaster recovery operations and grants. Ensuring state and federal grant programs comply with all laws, regulations, policies, and audit requirements. Preparation and coordination of preliminary damage assessments, governor’s disaster proclamations, executive orders, and presidential letters for emergency or major disaster declarations. Maintaining the budget and state requirements of the Governor’s Response and Recovery Fund. Reviewing and auditing grant documentation, requesting and administering grant funding, and coordinating site inspections. Communicating with disaster applicants, local, state, and federal officials regarding disaster-related needs and guidance. Providing guidance and technical assistance to applicants and ensuring completion of quarterly reports and administrative plans. Supporting activation of the State Emergency Operations Center (SEOC), working extended shifts during activation and response. Traveling frequently in-state and out-of-state for training, seminars, conferences, and disaster-related duties. Qualifications Applicants must meet the following requirements: Three (3) years of supervisory experience, including employee evaluations. Excellent customer service, communication, interpersonal, leadership, coaching, and conflict resolution skills. Strong time and project management skills. Experience in developing and monitoring grant programs and projects, with knowledge of grant and budget transactions. Experience with state and federal grants, budgets, and the ability to interpret written guidance and policy documents. Analytical ability to assess processes, identify problems, and develop effective solutions and strategies. Proficient computer skills, including Microsoft Office Suite (Microsoft 365). Availability 24/7/365 for disaster recovery/emergency operations. Minimum Qualifications A bachelor’s degree in business administration, public administration, accounting, or a related field is preferred. Five years of experience in grants management or related fields, with at least two years in a supervisory or expert capacity. Licensure/Certifications N/A.
