Position Summary EQV is seeking a Regulatory Manager to lead regulatory compliance and permitting activities supporting its portfolio of producing upstream oil and gas assets, with a focus on multi-state federal, state, and local regulatory frameworks. This is a hands-on, high-impact role requiring deep regulatory expertise, sound judgment, and the ability to confidently represent the company in interactions with regulatory agencies. The successful candidate will manage operating permits, regulatory filings, and ongoing compliance for an established producing asset base; build and maintain strong agency relationships; and partner closely with operations, land, and HSE teams to keep assets in good regulatory standing and support production objectives. The ideal candidate will be a self-directed professional with strong communication skills who thrives in a fast-paced, multi-disciplinary environment. General Responsibilities Prepare, submit, and manage federal, state, and county regulatory filings and authorizations required to operate and maintain the producing asset base, including operator change/transfer filings, well status changes, sundry notices, and renewals. Manage the regulatory workflow for workovers, recompletions, and other operations on existing wells, as well as plugging and abandonment (P&A) and inactive well compliance. Oversee compliance for produced water, saltwater disposal, and Class II injection well operations, including associated permits, reporting, and conditions of approval. Serve as the primary point of contact with regulatory agencies, including participation in hearings, dockets, and resolution of complex regulatory matters. Develop and execute regulatory strategy for the asset portfolio, advising leadership on compliance risk, financial assurance/bonding obligations, and the impact of emerging regulations. Partner with land, production, and operations teams to keep wells, facilities, rights-of-way, and easements in compliance and to support production objectives. Lead environmental compliance programs, including SPCC, air, water, spill/release reporting, methane, and waste management, maintaining a strong record of regulatory performance. Build and maintain tracking systems to ensure timely, accurate regulatory and reporting submissions and to monitor permit conditions and deadlines. Coordinate and oversee third-party consultants, attorneys, and contractors supporting filings, surveys, environmental analyses, and regulatory strategy. Provide regulatory and environmental due diligence in support of acquisitions, divestitures, and other transactions, and manage the regulatory transfer of acquired assets. Support emergency response, incident tracking, and health and safety compliance in coordination with field and operations teams. Monitor regulatory and legislative developments, interpret new and changing requirements, and communicate impacts and required actions to internal stakeholders. Participate in regular management, asset team, and field meetings to support operational alignment. Ad hoc projects as assigned. Required Qualifications Bachelor's degree in environmental science, natural resources, regulatory affairs, business, a related field, or equivalent professional experience. Minimum of 8 years of upstream oil and gas regulatory, permitting, and/or environmental compliance experience, with an emphasis on producing operations. Comprehensive knowledge of upstream oil and gas operations, ongoing compliance requirements, and regulatory procedures across multiple states, including federal and tribal regulatory frameworks. Demonstrated experience preparing and managing federal, state, county, and tribal regulatory filings and authorizations, including sundry notices, operator changes/transfers, rights-of-way (ROWs), easements, and conditions of approval. Experience with plugging and abandonment, inactive well compliance, and financial assurance/bonding requirements. Working knowledge of NEPA as it applies to surface-use, rights-of-way, and other operational actions on federal lands. Experience with environmental compliance programs such as SPCC, air, and water/stormwater permitting and reporting. Proven ability to build and maintain strong working relationships with internal teams, external stakeholders, and regulatory agencies to support timely approvals. Highly accountable, self-directed professional with strong ownership over deliverables and timelines, and excellent problem-solving, communication, and cross-functional collaboration skills. Experience supporting due diligence and regulatory review for acquisitions and divestitures, including the regulatory transfer of acquired assets. Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook, and familiarity with industry permitting, production, and reporting software platforms. Preferred Qualifications Direct experience interacting with the Bureau of Land Management (BLM), including ROWs, sundry notices, operating and surface-use compliance, and NEPA-driven approvals on federal and tribal lands. Direct experience with New Mexico regulatory agencies, including the Oil Conservation Division (OCD) and Oil Conservation Commission (OCC), the State Land Office (SLO), and the New Mexico Environment Department (NMED). Familiarity with current New Mexico rules and initiatives such as the Methane Waste Rule, Spill Rule, financial assurance requirements, and Class II injection well requirements.
