Right of Way Agent Senior Job Location: 205 S. 17th Ave Phoenix, AZ 85007 Posting Details: Salary: $62,446.70 - $72,446.70 Anticipated salary: $67,446.70 Grade: 21 Closing Date: October 5, 2026 Job Summary: Under general direction of the Right of Way (ROW) Project Management Section Manager, this upper level Right of Way Agent Senior independently performs timely and efficient Right of Way project management and coordination to ensure projects progress consistently, are completed as scheduled and are in compliance with all State and Federal statutes and regulations. Project coordination includes reviewing, communicating, negotiating, finalizing, and monitoring the related processes within the Right of Way Group, including land survey, plans, title date, legal descriptions, appraisals, acquisition, relocation, demolition, condemnation and Right of Way Clearances are completed as required in a timely, efficient and lawful manner. Must work in office 5 days a week for the first 6 months for training. This position offers the modern flexibility of a hybrid work environment (within Arizona) balancing remote work with regular onsite presence (2-3 days per week) based on business needs and sustained performance. Job Duties: Coordinates the development and completion of ROW projects, ensuring the timely completion of all required services and projects, legal documents, environmental and engineering plans and documents, application, appraisals, exhibits and court related materials. Provides training and mentoring to lower lever Coordinators. Provides ROW Clearances in a timely, efficient and lawful manner. Arranges and Coordinates meetings with management and project stakeholders, communicating ROW, ADOT and Federal requirements, policies and procedures. Develops and/or distributes essential project information to maintain progress and meet project schedules. Administers ADOT’s responsibility assigned by Federal Highways Administration (FHWA) to oversee Local Public Agencies ROW requirements, including audits for compliance, providing technical assistance, and providing training workshops. Attends and participates in meetings and training as required and assigned. May be required to drive a state vehicle in the course and scope of state business. Out of town travel and overnight lodging as needed. Knowledge, Skills & Abilities (KSAs):

Apply required knowledge and skills to meet the goals and schedules of the Department and the Right of Way Group. Selective Preference(s): Four or more years of experience in relevant area with increased responsibility over time, with at least two years specialized experience in area of assignment. A Bachelor's degree in a relevant field may substitute for two years of specialized experience. Pre-Employment Requirements: Valid State of Arizona driver's license - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
