JOB SUMMARY
The Parking Manager leads the planning, coordination, and oversight of the City's parking and mobility programs to ensure safe, efficient, and user-focused transportation services. This role provides strategic direction for parking operations, enforcement, shared mobility programs, capital improvements, and Transportation Demand Management initiatives. It manages complex contracts, guides program budgeting and procurement, and coordinates parking objectives across multiple City departments. The Manager represents the program in public forums, supervises assigned staff, and advances innovative practices that support the City's broader mobility and planning goals. ESSENTIAL FUNCTIONS

- Leads the City's comprehensive parking program, establishing strategies that advance mobility objectives and align with City master plans.
- Oversees budgeting, grants, interlocal agreements, procurement, and public-private partnerships to ensure compliant, effective program operations.
- Designs and implements Transportation Demand Management strategies supporting transit, shared mobility, cycling, and walking.
- Manages parking enforcement operations, including personnel, technology, daily operational activities, and enforcement contracts.
- Provides administrative support to the Parking Advisory Board and coordinates related reporting and meeting preparation.
- Coordinates parking and mobility objectives across City departments to ensure integration with broader planning initiatives.
- Oversees contracts and capital projects for shared mobility and parking infrastructure, including bike share, scooters, car share, and paid parking systems.
- Negotiates and manages lease agreements and partnerships related to off-street parking facility planning, construction, and operations.
- Provides leadership and supervision for assigned staff, including training, development, and performance management; supports customer service, site reviews, regional mobility initiatives, and related duties as needed.
- Represents the parking program through presentations to City Council, advisory groups, community organizations, and other stakeholders.
- Leads public outreach and marketing initiatives to increase community awareness of parking and mobility programs.
- Monitors emerging practices and technologies in parking and mobility to support program innovation and improvement.
- Provides leadership and supervision for assigned staff, including training, development, and performance management; supports customer service, site reviews, regional mobility initiatives, and related duties as needed.
MINIMUM REQUIREMENTS
- Bachelor's degree in transportation, planning, public administration, engineering, geography, or a related field; equivalent experience may be substituted on a year-for-year basis for the required education.
- Five (5) years of progressively responsible experience in program development and management, planning and development services, contract administration, budgeting, and technology implementation. Additional education may substitute for experience on a year-for-year basis.
- Valid Texas driver's license with an acceptable driving record.
- Master's degree in transportation, urban planning, public administration, engineering, geography, or a closely related discipline.
- Certified Parking Professional (CPP) credential issued by the National Parking Association.
- Parking Enforcement and Compliance Professional (PECP) certification from the International Parking & Mobility Association.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of resource planning and budget management principles, including analyzing operational needs, forecasting costs, allocating resources, and ensuring efficient, cost-effective program operations.
- Skill in supervising assigned personnel, including hiring, training, performance evaluation, and supporting ongoing staff development.
- Ability to maintain confidentiality; follow written and verbal instructions; communicate clearly and concisely; and uphold a courteous, professional demeanor.
- Ability to build, foster, and sustain positive, collaborative working relationships with a diverse range of community stakeholders.
- Knowledge of grant management principles, including identifying funding opportunities, supporting submissions, and ensuring compliance with grant requirements.
