Electrical & Instrumentation Technical Authority (TA2) Company: INEOS Olefins & Polymers USA Location: League City, Texas (hybrid) | Grade: H37 Purpose of the Role The Electrical & Instrumentation (E&I) Technical Authority is INEOS O&P USA’s most senior authority for electrical power systems and instrumentation. The role defines, governs, and enforces enterprise standards, asset care strategies, and system health expectations that preserve the safe, reliable, and compliant operation of high‑voltage generation and distribution systems, electrical protection systems, and precision field instrumentation across more than $15B in enterprise replacement value. Decisions made in this role directly protect the company’s license to operate, prevent high‑potential electrical safety incidents, and sustain top‑quartile operational performance. The TA2 leads enterprise‑wide technical governance for electrical and instrumentation systems, ensuring sites operate within required standards and approving any deviations or deferrals that could impact safety, compliance, or asset value. Business Context INEOS O&P USA is a major contributor to INEOS Group performance—yet operates aging assets with significant variability in electrical and instrumentation standards, maintenance practices, and system health maturity across sites. The enterprise is undergoing a major transformation to implement a corporate Operations Management System (OMS) and centralize discipline leadership through a new Engineering & Technology organization. This role is central to that change, helping shift the organization from site‑based autonomy to a unified enterprise model with consistent E&I standards, expectations, and discipline leadership. Key Accountabilities Enterprise E&I Standards & Technical Governance Own and maintain enterprise‑level E&I engineering standards, care strategies, and preventive maintenance protocols for all electrical and instrumentation systems. Maintain alignment with NFPA 70E, NEC, IEEE, IEC, RAGAGEP, and INEOS Group Guidance Notes (including IGGN 15). Serve as the recognized authority for approving deviations from E&I standards and making enterprise‑level technical decisions, ensuring derogations are rare, risk‑justified, and formally analyzed. Govern work processes for electrical distribution system care, instrument calibration, and condition‑based monitoring. Lead structured updates of standards based on lessons learned, technology developments, and regulatory changes. Electrical Reliability & Safety Oversight Provide governance oversight of enterprise electrical safety programs, including arc flash hazard analysis, lockout/tagout for electrical systems, and NFPA 70E compliance. Lead systematic, enterprise‑level reliability reviews of power generation and distribution systems, directing corrective actions where performance or asset health deviates from standard. Approve lifecycle investment priorities, reallocate resources when necessary, and mandate interventions to address unacceptable risk. Maintain visibility of aging system risks, emerging reliability threats, and discipline‑wide performance trends. Instrumentation & Controls Reliability Assure the reliability and accuracy of instrumentation and field controls across all sites. Govern enterprise‑wide calibration and preventive maintenance programs for instrumentation assets. Coordinate with control systems engineers to maintain field instrumentation health and control system integration. Resolve systemic reliability issues with sensors, transmitters, loops, and panels. Power Generation Asset Integration Integrate on‑site power generation facilities (145 MW installed capacity across O&P USA) into the overall electrical reliability strategy. Oversee health monitoring and risk management of site power generation assets. Ensure operational interfaces between generation assets and site electrical distribution systems are well defined and governed. Support site‑led reliability improvement initiatives for power generation systems. Transformation & Change Leadership Define and execute the multi‑year enterprise strategy for E&I, establishing the vision, objectives, and resource requirements to achieve top‑quartile performance in electrical reliability and compliance. Assess current E&I maturity across sites against industry best practices and regulatory expectations, identifying serious gaps and defining where standardization is essential. Lead the transformation to unify E&I practices into a consistent enterprise framework, aligning site leadership teams around new standards and ways of working. Ensure underlying E&I work processes and tools are aligned with best practices and able to deliver long‑term reliability and cost performance. Performance Monitoring & Execution Assurance Validate that discipline standards and care strategies are consistently applied at all sites. Monitor preventive maintenance compliance, condition monitoring program results, and key performance metrics including unplanned downtime, MTBF, and chronic failures. Lead structured performance reviews with site E&I teams and drive cross‑site sharing of best practices. Track unplanned failures and coordinate enterprise‑level improvement plans. TAR & Capital Project Influence Ensure TAR scopes reflect E&I lifecycle care strategies and risk‑based priority‑setting. Influence $20–30M+ in annual electrical maintenance and capital spend. Ensure equipment health metrics and inspection findings drive long‑term investment decisions. Provide authoritative input on electrical system upgrades, rebuild/replacement decisions, and high‑risk operational constraints. Incident Response & Learning Integration Lead discipline‑specific investigations into significant E&I failures. Determine root causes, identify systemic gaps, and ensure corrective actions are embedded into standards and training. Drive a learning culture by facilitating cross‑site sharing of lessons learned. Competency Development & Functional Leadership Own the competency framework for E&I engineers and technicians across O&P USA, defining required competencies and maintaining these within the Business Competency Management System. Lead functional calibration sessions, training programs, and development planning for site‑based E&I specialists. Provide coaching, mentoring, and succession planning for key E&I discipline roles. External Engagement & Industry Leadership Participate in, and where appropriate lead, INEOS Group discipline networks to ensure alignment, knowledge sharing, and adoption of best practices. Maintain strategic relationships with utility providers, OEMs for major E&I equipment, and key service vendors. Leverage external relationships to support asset troubleshooting, reliability improvements, and lifecycle decision‑making. Scan the external environment to identify new technologies, diagnostic tools, and standards relevant to E&I systems. Contract Strategy & Technical Stewardship Provide technical direction on how third‑party engineering or service providers are used within the E&I discipline. Evaluate vendor capabilities, technical risks, and opportunities to streamline or consolidate partners. Partner with Procurement to shape vendor strategies that deliver consistent, high‑quality outcomes aligned with OMS and business needs. Lead the technical review and endorsement of new vendors or third‑party technologies before enterprise adoption. Required Qualifications Education: Bachelor’s degree in Electrical Engineering or closely related discipline (advanced degree preferred). Experience: 20+ years of progressive experience in electrical power systems, instrumentation, and electrical equipment asset management in refining, petrochemical, or other large‑scale process industries, with at least 5 years in an enterprise leadership or governance role. Demonstrated leadership in establishing and delivering results with industrial electrical and instrumentation programs. Strong knowledge of NFPA 70, NFPA 70E, IEEE Standards, IEC Standards, and applicable RAGAGEP. Strong communication and coaching skills with experience influencing across organizational boundaries. Recognized as a credible authority on electrical and instrumentation systems, with the gravitas to challenge site leadership and influence cross‑discipline engineering teams. Technical Skills Deep expertise in electrical equipment including turbines, generators, transformers, switchgear, substations, and protection relay systems. Strong understanding of electrical equipment reliability, failure mode analysis, and lifecycle decision‑making including retirement, rebuild, and replacement strategies. Skilled in the deployment and interpretation of electrical equipment condition‑based monitoring and preventive maintenance programs. Expertise in arc flash studies, power system modeling, protection scheme design, and coordination. Experienced in integrating E&I strategies into TAR planning, MOCs, and capital project scope. Familiar with maintenance execution systems (e.g., SAP), equipment BOM development, and spare part strategy alignment. Demonstrated ability to analyze electrical equipment performance trends and drive focused improvement. Knowledge of relevant industry codes and standards as well as OEM guidance and technical bulletins. Experienced in engaging OEMs and repair shops for failure analysis, performance improvement, and technology application. Location & Reporting This role is based in the Houston metropolitan area, supporting multiple INEOS O&P USA locations including the Battleground Manufacturing Complex in Deer Park, the Chocolate Bayou plant, and the Pipeline organization across Southeast Texas. The majority of time is embedded at operating sites, with a secondary presence at the corporate office at Marina View in League City. The position reports to the Engineering & Technology Manager and works in close partnership with site engineering, maintenance, operations, turnaround, and capital project leadership teams.
