Calvert County Public School District ADMINISTRATION - Prince Frederick, Maryland Open in Google Maps Starting Date: Jul 1, 2026 Job Description NOTICE OF VACANCY POSITION: Supervisor of Student Services DEPARTMENT: Student Services LOCATION: Central Office REPORTS TO: Director of Student Services SALARY RANGE: $122,371-$164,576 FLSA STATUS: Exempt EFFECTIVE START DATE: July 1, 2026 POSITION SUMMARY: Under the direction of the Director of Student Services, the Supervisor of Student Services provides districtwide leadership, strategic oversight, and continuous improvement of student services systems to support student well‑being, academic success, and equitable access to supports. This position collaborates across departments to design, implement, and monitor a Multi‑Tiered System of Supports (MTSS) for social‑emotional, behavioral, and mental health needs and leads the implementation of Positive Behavioral Interventions and Supports (PBIS). The Supervisor ensures alignment of student services programs with the CCPS Strategic Plan, Maryland Blueprint priorities, and federal/state regulatory requirements (e.g., COMAR, IDEA, Section 504). The position provides leadership to school psychologists, social workers, and student services staff and partners with school leaders and community agencies to improve student engagement, attendance, safety, and school climate outcomes. Education, Certification and Experience At the time of application, the candidate must hold or be eligible for: Administrator I endorsement required Master’s degree in Education, Psychology, Social Work, or School Counseling required. 3 years of school system experience preferred. Minimum of 5 years’ experience in a student service–related field. Knowledge, Abilities and Skills These are pre‑employment knowledge, abilities, and skills that apply to the essential job functions. At the time of employment, the candidate must have: Demonstrates expertise in federal and state regulations, including IDEA, Section 504, COMAR, and student discipline and due process requirements. Demonstrated expertise in implementing and scaling MTSS frameworks, including the use of data to monitor fidelity and student outcomes. Demonstrated ability to analyze and use data (behavioral, attendance, social‑emotional) to drive decision‑making and continuous improvement. Demonstrated ability to lead system‑level initiatives and align programs to strategic goals and accountability measures. Training and experience in the areas of assessment, consultation, and counseling. Thorough knowledge of current trends and applicable research related to all areas of school mental health and special education. Understanding and ability to maintain rapport with people from diverse, cultural, ethnic, and racial groups. Demonstrated ability to utilize and promote equitable practices in all facets of education. Demonstrates understanding of school law, policies and procedures. Demonstrated management, leadership and human relations skills. Thorough understanding of Multi‑Tiered Systems of Supports (MTSS) for academics, social‑emotional and behavioral supports. Knowledge of integrated behavioral health systems within an MTSS framework, including coordination of mental health, behavioral, and community‑based supports across school and district levels. Understanding of the facets of inclusive practices. Demonstrated experiences with the Student Services Team (SST) process and the identification of students for 504 plans or Individual Education Plans (IEP). Excellent oral and written communication skills. Ability to exercise good judgment in making decisions. Proven ability to carry an assignment to its completion. Possesses a valid driver’s license and motor vehicle insurance. Demonstrated success in accomplishing tasks akin to the duties and responsibilities listed below. Essential Job Functions, Responsibilities, and Duties Leads the districtwide implementation and scaling of MTSS and PBIS frameworks, ensuring fidelity, consistency, and alignment across all schools. Leads the district’s Behavioral Health Team and ensures alignment of behavioral health supports across instruction, special education, and student services; supports schools in establishing and sustaining integrated, school‑based behavioral health teams. Leads crisis response systems, including suicide prevention, behavioral threat assessment processes, and coordination with school‑based and system‑level crisis teams in alignment with state safety requirements. Integrates restorative practices, bullying prevention, and student engagement initiatives within the MTSS framework. Establishes, monitors, and reports on key performance indicators (KPIs) related to student behavior, attendance, mental health, and school climate; uses data (including MTSS/PBIS) to drive continuous improvement. Ensures systemwide compliance with COMAR, IDEA, Section 504, and applicable federal and state regulations; develops procedures, monitors implementation, and leads corrective actions as needed. Provides district‑level leadership and oversight for Section 504 and Student Support Team (SST) processes, including documentation, timelines, and procedural safeguards. Leads the planning, development, implementation, and evaluation of a comprehensive, districtwide student services program aligned to the CCPS Strategic Plan and Maryland Blueprint priorities. Partners with school leaders, families, and community agencies to strengthen student engagement, attendance, and equitable access to supports. Collaborates with district leaders to align student services with instructional priorities, inclusive practices, school improvement planning, and organizational goals. Supervises, evaluates, and supports student services personnel, ensuring alignment with professional standards and student outcome goals. Builds staff capacity through coaching, professional learning, and leadership pipeline development, including internships and university partnerships. Leads recruitment, selection, placement, and oversight of student services staff, interns, and practicum students, including coordination of internship programs. Develops and sustains partnerships with local universities and external organizations to enhance service delivery and student access to supports. Provides guidance to school leaders in navigating complex student cases, family concerns, and discipline or support processes. Oversees the selection, review, and approval of standardized assessment instruments used by school psychologists. Prepares and presents reports for district leadership, MSDE, and the Board of Education; ensures completion of required state and federal reporting. Serves as a liaison to the Maryland State Department of Education (MSDE) and represents the district on committees, workgroups, and task forces as assigned. Manages grant applications, implementation, monitoring, and reporting. Maintains current knowledge of research and best practices in school psychology, mental health, trauma‑informed practices, PBIS, and student services. Communicates effectively with stakeholders regarding departmental priorities, compliance requirements, and program outcomes. Other Job Functions, Responsibilities, and Duties Performs related work as required or assigned by the Director of Student Services. Collaborates with the Special Education Citizens Advisory Committee. Represents Calvert County Public Schools at local and state meetings as necessary. Physical and Psychological Conditions / Demands The position requires the ability to work extended hours and perform duties in a variety of environments, including office settings and schools. Works under stress and meets all deadlines. Prioritizes multiple tasks in a dynamic environment and maintains professional, positive interactions with others. Unusual Demands Subject to flexible hours, including evenings and weekends and working across the system at multiple schools. Travels from school to school as necessary.
