Overview NakupunaSolutions seeks a Foreign Affairs Officer (Global Health) to support U.S. Department of State global health policy and foreignaffairs objectives. The position will advance U.S. interests by coordinating global health policy implementation,monitoringemerging health and infectious disease threats, evaluating international health programs, and managing complex actions involving Department offices, U.S. embassies and posts, other U.S. Government agencies, international organizations, foreign governments, and nongovernmental organizations. The Foreign Affairs Officer will help advance a more democratic, secure, and prosperous international system composed of well-governed states that respond to the needs of their people, reduce widespread poverty, and act responsibly within the international system. The position will analyze political, economic, and public health developments; advise senior officials; develop and clear policy guidance; build interagency consensus; and represent U.S. positions in multilateral forums. Through this work, the Foreign Affairs Officer will support U.S. global health security, pandemic preparedness, international health policy, and related foreign assistanceobjectives. Responsibilities The Foreign Affairs Officer (Global Health) will serve as a primary action officer and policy advisor for global health issues. The position will coordinate and clear Department and interagency actions, analyze complex international health developments, develop policy recommendations, and represent U.S. positions in multilateral settings. The incumbent will manage a portfolio that may include pandemic preparedness, health security, global health financing, multilateral health governance, and other emerging priorities. Serve as chief action officer and primary point of contact for incoming global health policy actions from Department offices, U.S. embassies and posts, other U.S. Government agencies, international organizations, foreign governments, and nongovernmental organizations Monitor developing global health situations and emerging infectious disease threats, assess implications for U.S. interests, and recommendappropriate policyor programmatic responses Coordinate Department and interagency activities, build consensus, and propose resolutions to complex global health policy and procedural challenges Communicate U.S. health policy guidance to mission personnel and support adjustments to foreignassistanceprograms based on evolving conditions and policy priorities Evaluate program effectivenessin light ofhealth, political, economic, and social conditions in assigned countries and regions Analyze political, economic, and public health reporting from U.S. missions, multilateral organizations, nongovernmental organizations, and foreign media Prepare authoritative written and oral recommendations for senior decision-makers, including position papers, briefings, talking points, policy guidance, and Congressional testimony Draft, coordinate, clear, and issue policy and implementation guidance for U.S. embassies and posts on global health matters Lead orparticipatein multilateral negotiations at the United Nations, UNICEF, regional health organizations, and other international bodies,representingU.S. positions and building consensus Represent the United States in multilateral forums, governing board meetings, and regional health engagements, applying technical analysis and negotiation skills to advance U.S. foreign policy objectives Participate in interagency working groups focused on global health security, pandemic preparedness, international health policy, and related priorities Perform other duties as assigned Deliverables: Cleared action memoranda, policy responses, implementation guidance, and related correspondence Policy analyses, position papers, decision-support materials, briefings, talking points, and Congressional testimony Global health situation assessments and portfolio analyses with actionable policy and program recommendations Negotiation positions, strategies, interventions, and meeting readouts for multilateral and interagency engagements Program effectiveness assessments and recommendations for adjustments to foreignassistanceprogramming Regular progress reports and a final summary report detailing achievements, challenges, lessons learned, and recommendations Qualifications Skills/Qualifications: Demonstratedability tooperateeffectively in complex, sensitive, and rapidly evolving foreign policy environments. Strong analytical, diplomatic, organizational, and communication skills, with the ability toadvisesenior officials and advance U.S. positions across diverse international audiences. Mastery of political science, international relations, public health, or related disciplines as applied to U.S. foreign policy and global health policy analysis and implementation Expert knowledge of U.S. foreign policyobjectivesand global health programs Familiarity with multilateral health governance structures, including the United Nations system, the Pan American Health Organization, multi-donor funds, and other regional health bodies Demonstrated experience in multilateral negotiations and representation in international health forums Strong analytical skills, including the ability to assess complex and evolving public health situations and produce authoritative, policy-relevant assessments Ability to advise senior officials on sensitive, complex, and time-critical global health and foreign policy matters Excellent written and verbal communication skills, including the ability to prepare analyses, defend proposals, and negotiate agreements at senior levels Demonstrated ability to build interagency consensus and work collaboratively with Department offices, U.S. missions, other U.S. Government agencies, international organizations, foreign governments, and civil society organizations Strong organizational skills and the ability to manage multiple actions, priorities, and deadlines simultaneously Ability to draft, coordinate, and clear policy guidance and analytical products across multiple stakeholder organizations Experience supporting global health security, pandemic preparedness, international health financing, or multilateral health governance preferred Experience living and/or working in international settings preferred Education and Experience: Master's degree in Political Science, International Relations, Public Health, Economics, or a related field; or Bachelor's degree in Political Science, International Relations, Public Health, Economics, or a related field and 3-5 years of relevant foreign affairs, global health, or multilateral policy experience Demonstrated experience supporting foreign affairs, global health, or multilateral policy in a government, international organization, nongovernmental organization, or related setting Work Schedule: Position is full-time, 40 hours per week (Monday-Friday) Travel: Occasional domestic and international travelrequired, including travel to meetings, conferences, and multilateral engagements(25% international travel). Clearance Requirements: Mustpossess aSecret-level security clearance. Must be a U.S. citizen. Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation: Ability to perform repetitive motions with the hands, wrists, and fingers. Ability to engage in and follow audible communications in emergency situations. Ability to sit for prolonged periods at a desk and work on a computer. Ability to walk and stand as needed in connection with meetings, conferences, and domestic or international travel. TheNakupunaCompanies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiplefactors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation for this position is$113,000.00 to$133,000.00(annualized USD).
