Project Controls Lead

UPS Industrial Services is looking for a Project Controls lead to join our safety conscious team! The Project Controls Lead is responsible for leading all project controls functions for assigned Engineering, Procurement, and Construction (EPC) projects, ensuring effective cost management, forecasting, progress measurement, earned value management, productivity analysis, quantity tracking, reporting, and change management throughout the project lifecycle. This role serves as a key advisor to project leadership by providing accurate, timely, and actionable performance data that supports strategic decision-making, risk mitigation, and successful project execution. The Project Controls Lead collaborates closely with Project Management, Engineering, Procurement, Construction, Accounting, and Scheduling teams to maintain alignment between project scope, schedule, cost, and performance objectives. The ideal candidate is a highly analytical professional with extensive experience in project controls, cost engineering, and performance management within industrial, energy, infrastructure, or large-scale construction environments. Key Responsibilities Cost Management Develop, implement, and maintain project budgets, cost structures, and control account frameworks. Monitor commitments, expenditures, accruals, and actual costs to ensure compliance with approved budgets. Perform variance analysis and identify cost trends impacting project performance. Develop and maintain Estimate-to-Complete (ETC) and Estimate-at-Completion (EAC) forecasts. Support project cash flow forecasting and financial reporting requirements. Ensure accurate cost allocation and adherence to company project controls procedures. Progress Measurement & Earned Value Management (EVM) Establish progress measurement methodologies and rules of credit. Administer and maintain earned value management systems and reporting. Track installed quantities, earned quantities, and earned labor hours. Validate reported progress against field performance and supporting documentation. Analyze earned hours versus actual hours to identify productivity trends and forecasting impacts. Develop progress curves, KPIs, and performance indicators to support project decision-making. Forecasting & Performance Analysis Prepare labor-hour forecasts across engineering, procurement, construction, and project controls disciplines. Develop and maintain cost and revenue forecasts throughout the project lifecycle. Analyze productivity performance and resource utilization trends. Identify project risks and opportunities and assess their impact on project outcomes. Provide leadership with recommendations to improve project execution and financial performance. Support proactive management through predictive analytics and trend analysis. Quantity Tracking & Productivity Management Develop and maintain quantity tracking systems to support project execution and reporting. Monitor installed quantities against budgets, schedules, and earned value metrics. Analyze workforce productivity and operational efficiency. Reconcile quantity reporting across engineering, procurement, and construction teams. Verify accuracy of production data utilized in reporting and forecasting activities. Develop executive dashboards and KPI metrics for leadership review. Change Management Administer project change management processes and procedures. Evaluate cost impacts associated with potential and approved changes. Collaborate with project schedulers to assess schedule impacts resulting from change events. Maintain change logs, trend registers, and related documentation. Ensure approved changes are accurately incorporated into project budgets, forecasts, and reports. Support negotiations, documentation, and resolution of change orders and claims. Reporting & Executive Communication Prepare weekly, monthly, and ad hoc project controls reports. Develop executive-level dashboards and project performance presentations. Communicate project performance metrics, trends, forecasts, and risks to project leadership and stakeholders. Provide management with actionable insights regarding project issues, risks, and opportunities. Ensure reporting accuracy, consistency, and compliance with organizational standards. Support client reporting requirements and project review meetings. Leadership & Team Development Lead, mentor, and develop Project Controls Analysts and assigned project controls personnel. Establish project controls execution plans and reporting requirements. Promote adherence to corporate project controls standards, policies, and procedures. Drive continuous improvement initiatives focused on reporting, forecasting, cost control, and performance management. Support project audits, management reviews, and client assessments. Foster a culture of accountability, accuracy, collaboration, and proactive performance management. Qualifications Education & Experience One of the following is required: High School Diploma or GED with a minimum of 10 years of progressively responsible experience in Project Controls, Cost Engineering, Construction Management, or EPC project execution; OR Associate's Degree in Construction Management, Engineering, Business Administration, Project Management, Finance, or a related field with a minimum of 8 years of relevant experience; OR Bachelor's Degree in Construction Management, Engineering, Project Management, Business, Finance, or a related field with a minimum of 5 years of relevant Project Controls experience. Required Experience 8+ years of experience supporting EPC, industrial, energy, infrastructure, manufacturing, or construction projects. 5+ years of experience in Project Controls, Cost Engineering, Cost Management, or Performance Management. Demonstrated experience supporting large capital projects from planning through construction and closeout. Strong understanding of project cost control, forecasting, earned value management, and financial reporting. Preferred Experience Experience leading Project Controls teams on EPC projects valued at $50 million or greater. Experience implementing quantity-based progress measurement systems. Experience supporting Earned Value Management (EVM) programs. Experience in industrial, energy, petrochemical, refining, manufacturing, or heavy construction environments.
