Grant Coordinator

The Grant Coordinator is responsible for coordinating, planning, developing, implementing, monitoring, and evaluating all Flint Community Schools federal grants including Title I, Title II, Title III, and Title IV. The Coordinator serves as the District's primary grant administrator by providing professional guidance, technical assistance, fiscal monitoring, compliance oversight, and recommendations to support successful implementation of grant-funded programs. This position works under the direction of the Chief Innovation Officer and provides professional recommendations; however, final approval and decision-making authority remain with the Chief Innovation Officer.

Essential Functions (May include, but not limited to):

1. Coordinate the planning, development, submission, amendment, implementation, monitoring, and evaluation of all federal programs.
2. Research and recommend new grant funding opportunities that align with district priorities.
3. Coordinate districtwide grant planning with departments, schools, Finance, and community partners.
4. Assist departments in developing grant applications, measurable objectives, implementation plans, and evaluation measures.
5. Monitor implementation of grant-funded programs and recommend corrective actions when necessary.
6. Coordinate grant budgets in collaboration with Finance and provide recommendations regarding budget development and amendments.
7. Review purchasing requests for grant compliance and provide recommendations to the Chief Innovation Officer regarding purchasing priorities.
8. Coordinate procurement documentation with the Finance Department to ensure compliance with federal and district purchasing requirements.
9. Coordinate districtwide grant monitoring, desk reviews, audits, and onsite monitoring conducted by the Michigan Department of Education and other granting agencies.
10. Maintain grant documentation, inventory records, time and effort documentation, and other compliance records.
11. Develop grant implementation timelines and monitor progress toward grant objectives.
12. Provide technical assistance and professional learning to administrators, principals, department leaders, and grant-funded staff regarding grant requirements, budgeting, procurement, compliance, inventory, time and effort reporting, and fiscal accountability.
13. Prepare NexSys documentation, MDE reports, compliance reports, and other required submissions for review by the Chief Innovation Officer.
14. Monitor grant performance data and prepare recommendations to improve program outcomes and maximize funding opportunities.
15. Collaborate with district departments to ensure grant-funded programs support district strategic priorities.
16. Performs all other duties as assigned, as allowable by grant funding.

Qualifications:

Education:

Bachelor's degree in Business Administration, Public Administration, Accounting, Finance, Education, Grants Management, or a closely related field is required. Master's degree is preferred.

Experience:

Minimum of five (5) years of progressively responsible experience administering federal, state, or local grant programs required. Experience developing and managing grant budgets. Experience with grant compliance, procurement, reimbursement requests, and financial reporting. Experience preparing grant applications, amendments, and required state and federal reports. Experience in public education or governmental grant administration preferred.

Skills:

Extensive knowledge of federal, state, and local grant regulations. Knowledge of Michigan Department of Education grant programs and reporting systems. Knowledge of Title I, Title II, Title III, Title IV, IDEA, Section 31a, ESSER (as applicable), and other state and federal education grants. Knowledge of governmental accounting principles and grant fiscal management. Strong project management, organizational, and analytical skills. Ability to interpret laws, regulations, policies, and grant requirements. Excellent written, verbal, and presentation skills. Ability to manage multiple projects and deadlines. Ability to establish effective working relationships with administrators, staff, governmental agencies, and community stakeholders. Proficiency with Microsoft Office Suite, financial management systems, student information systems, and state grant reporting platforms.

This position is contingent upon continued grant funding and may be subject to renewal based on available resources.
