It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.Description of WorkPosition is responsible for the maintenance of complex patient accounts which includes a variety of accounting and patient records, and includes but is not limited to, determining the appropriateness of all transactions (charges, payments and adjustments) that are maintained on a specializedbilling system; track and understand client records from admit to discharge.Work performed by this position requires considerable knowledge of the Federal, State and Departmental accounting methods, rules and regulations and requires the use of considerable judgment in maintaining the specialized patient accounts.The accounts and records maintained by the Reimbursement Specialist are subject to periodic audit and reviewed by the State Auditor’s Office, Medicare and Medicaid Fiscal Intermediary, Tricare and Entitlement Benefit Agencies.Position communicates directly with all CBO staff, DSOHF Utilization Review, Medical Records and Patient Financial Services, fiscal intermediaries, guarantors and responsible parties to obtain eligibility data, ID numbers and certification information.Notes are applied to each account identifying all actions taken by Reimbursement Specialist; correct spelling and professionalism in wording utilized at all times.The Reimbursement Specialist is responsible for documenting problematic system issues and/or known third party payer issues that impact receipts and reports to CBO Management.Knowledge Skills and Abilities/Management PreferencesSalary Grade Range: $37,377.00 - $65,408.00Recruitment Range: $45,999.00 - $53,957.00Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:Working knowledge of electronic inpatient and outpatient healthcare billing systems, including compiling and submitting paper UB‑04 and CMS‑1500 claim forms.Experience processing electronic healthcare claims for inpatient and outpatient services, working with electronic remittance advices, and using claims clearinghouses.Demonstrated experience billing healthcare patient accounts and managing collections for Medicare, Medicare HMO, Medicaid Managed Care Organizations, NC Tracks, commercial insurers, patients, and guarantors.Working knowledge of Federal and North Carolina General Statutes, guarantor eligibility rules, and reporting requirements. Demonstrated knowledge of accounting, auditing inpatient and outpatient accounts, cash management, A/R, and A/P.Proficient in Microsoft Office with strong Excel skills.
