TITLE: Deputy Director of Operations

JOB SUMMARY:
The Deputy Director of Operations provides leadership and oversight for the planning, coordination, and execution of key organizational and cross-departmental priorities to support high-quality service delivery and operational effectiveness. The Deputy Director partners with Program Directors and other organizational leaders to align operations with the organization’s mission and strategic goals, while fostering collaboration, accountability, and continuous improvement. The position serves as a key leader in change management, guiding system upgrades, operational transitions, and the implementation of new initiatives to support organizational success. 

JOB RESPONSIBILITIES AND ESSENTIAL FUNCTIONS: 

• Lead the planning, implementation, evaluation, and continuous improvement of cross-departmental initiatives, ensuring alignment with organizational goals, regulatory requirements, and industry best practices. 

• Identify operational risks, barriers, and opportunities; develop and implement strategies to improve workflows, efficiency, service delivery, and organizational effectiveness. 

• Partner with Program Directors and other leaders to resolve operational issues, improve processes, and implement strategic priorities across departments. 

• Monitor and evaluate program, clinical, financial, and operational data to identify trends, measure performance, and translate findings into actionable recommendations for strategic planning, program development, and quality improvement. 

• Lead quality assurance (QA) and continuous quality improvement (CQI) initiatives in collaboration with IT, Finance, Program Directors, and other organizational leaders; establish performance targets and monitor progress toward organizational goals. 

• Ensure accurate documentation and reporting of quality, compliance, and performance improvement activities. 

• Support budget development, fiscal resource management, and grant preparation in collaboration with the Executive Director, Finance Director, and Program Directors. 

• Partner with Program Directors to maintain compliance with applicable regulatory, licensing, contractual, and funding requirements and support corrective action planning and implementation. 

• Provide leadership, supervision, direction, and professional development to Program Directors and other assigned leadership roles to promote effective management and organizational performance. 

• Represent HVMHC with community partners, inter-agency groups, professional organizations, and other external stakeholders as assigned. 

• Serve as Acting Executive Director in the absence of the Executive Director and provide organizational leadership as needed. 

PHYSICAL REQUIREMENTS FOR POSITION:
Must be able to move in a manner conducive to the execution of daily activities. While performing the duties of this job, the employee must communicate with others and exchange information. The employee regularly operates equipment (listed below) daily. Occasional bending and lifting of office materials may be required. 

JOB QUALIFICATIONS AND REQUIREMENTS:   

• Graduate degree in a clinical, administrative, business, healthcare, or related discipline required. 

• Minimum of five years of progressive leadership experience required; experience in community mental health or behavioral health preferred. 

• Experience in organizational operations, process improvement, project management, or a related area required, with demonstrated ability and willingness to develop operational leadership expertise. 

• Strong communication and presentation skills, with the ability to effectively communicate complex operational, financial, and organizational information to diverse audiences. 

• Strong organizational, analytical, and problem-solving skills, with the ability to manage competing priorities, delegate effectively, and drive initiatives to completion. 

• Ability to develop, analyze, and present budgets, reports, proposals, and recommendations. 

• Ability to maintain confidentiality and appropriately handle sensitive organizational, employee, and client information. 
• Valid driver's license, reliable transportation, and valid automobile insurance required.
