SALARY: $54,493 to $76,289 Annually

GENERAL JOB DESCRIPTION

Assist in coordinating and directing daily landfill operations, ensuring work is completed safely, efficiently, and in compliance with facility procedures and permit requirements. Lead and work alongside landfill staff in performing operational as activities including, waste placement, compaction cover application, equipment operation, site maintenance and customer support activities. Monitor equipment usage, identify maintenance needs, and assist in organizing daily startup and closure operations.

PRIMARY DUTIES AND RESPONSIBILITIES

• Assist in coordinating daily landfill operations, including waste placement, filling sequences, cover application, traffic flow, and site maintenance activities.
• Operate heavy landfill equipment including dozers, landfill compactors, haul trucks, excavators, loaders, road graders, and related equipment..
• Maintain landfill operations and site conditions in a safe, clean, and orderly manner to prevent accidents, stormwater pollution, odors, dust, litter, and fires.
• Assist in training, monitoring, and supporting landfill staff in the performance of daily operational duties.
• Promote and implement a culture of safety in all aspects of landfill operations.
• Assist in conducting and documenting daily or weekly safety meetings.
• Ensure all equipment is cleaned daily or more frequently as operational conditions require.
• Assist with scale house activities, customer assistance, and load inspections as needed.
• Coordinate with other City departments and Fleet Maintenance regarding equipment maintenance and repair needs.

Work established facility schedule and rotating schedules during holiday periods

SECONDARY DUTIES AND RESPONSIBILITIES

• Maintain accurate logs and records related to site activities and equipment.
• Prepare daily operational reports for the Landfill Supervisor or Landfill Manager.
• Assign, monitor, and train staff in the performance of daily operational tasks.
• Report safety concerns, operational issues, and employee noncompliance with City, Solid Waste, and Public Works safety policies to the Landfill Manager.
• Assist in correcting identified Storm Water Pollution Prevention Plan (SWPPP) deficiencies within required timeframes.
• Respond to and assist in resolving customer questions, complaints, and public inquiries professionally.
• Perform and assist with daily pre-trip and post-trip equipment inspections.
• Perform all assigned duties in accordance with established safety policies, procedures, and safe work practices.
• Perform additional operational duties as assigned, including litter collection, equipment cleaning, and general site maintenance

KNOWLEDGE, SKILLS AND ABILITIES

• Knowledge of landfill operations, solid waste management practices, and landfill operational procedures.
• Knowledge of heavy equipment operation, inspection, and basic maintenance requirements.
• Knowledge of construction site safety practices, occupational hazards, and standard safety procedures.
• Knowledge of applicable federal, state, and local laws, regulations, permits, and ordinances related to landfill operations.
• Knowledge of leachate management systems and stormwater management practices.
• Ability to read and interpret construction plans, grades, and equipment GPS systems.
• Ability to identify operational issues, equipment deficiencies, and maintenance needs.
• Ability to estimate and track material quantities and operational production.
• Ability to communicate effectively using radios and other operational communication systems.
• Ability to train, lead, and work effectively with landfill staff and contractors.
• Ability to communicate clearly and professionally with customers, coworkers, contractors, and the public.
• Ability to perform operational duties in adverse weather and demanding field conditions..

QUALIFICATIONS FOR THE JOB

Required:

• High school diploma or GED.
• Minimum five (5) years of experience involving the operation and maintenance of a landfill facility.
• Solid Waste Landfill Operator Certification through the Wyoming Department of Environmental Quality (WYDEQ) obtained within one year of hire.

Preferred :

• Five (5) years of progressively responsible experience in a landfill lead worker or foreman role.
• Ten (10) to fifteen (15) years of progressively responsible heavy equipment operating experience.
• Availability to participate in a compensated on-call rotation schedule.
• Class B Commercial Driver's License (CDL).
• OSHA construction or hazard certifications

PHYSICAL REQUIREMENTS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Wear the designated PPE when required, including a hard hat, safety vest, steel-toe 6-inch lace-up boots, safety glasses, and gloves. While performing the duties of this job, the employee is required to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, and writing. The employee is also required to maintain the physical condition necessary for operating assigned equipment, including the ability to safely climb in and out of equipment cabs, walking, standing, kneeling, repeated bending, or sitting for prolonged periods of time, and lifting 50 pounds with proper technique. Maintain mental ability to make sound decisions.

Working Environment :

Landfill/construction site environment; potential exposure to dust, smoke, fumes, gases, noise, infectious materials, odors, waste, and potentially toxic materials. Work in inclement and severe weather conditions; work in proximity of heavy construction equipment; work rotating schedules during holiday periods.
