Introduction

The Wisconsin Department of Transportation, Division of Transportation System Development, Northwest Region is seeking a Contracts Specialist Senior .

This full-time permanent position can be headquartered out of either- Eau Claire WI or Superior, WI.

This position offers a hybridized work schedule. The position will be headquartered at and required to work from the one of the offices listed above at least 2 days per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview

Position Summary

Under general supervision of the Northwest Region Maintenance Supervisor, this position is responsible for providing assistance and oversight of all northwest region maintenance contracts from the time the contract is awarded through the completion of the contract.

Duties include contract development, assisting with the contract administration process, monitoring progress of contracts and submittals; coordination and management of contract negotiations; review of Contract Administration and invoices; evaluating, managing, and coordinating budgetary considerations; and working with databases.

This position will work the Regions engineering staff with the development of local government agreements by reviewing plans, validating scope and estimate, negotiating and drafting contract language for Routine Maintenance Agreement (RMA’s), Local Force Accounts (LFA), Discretionary Maintenance Agreements (DMA’s), Traffic Maintenance Agreements (TMA’s), Performance Based Maintenance (PBM) contracts.

This position will also aid with the oversight and management of Regional Salt Inventory Program, Trans. 277 Salt Inspection Program, Management of Damage Claims Program, and Adopt-A-Highway program administration. This position also aids and backup on various permits and other miscellaneous activities in the Operations & SPO section. and coordination of the Operations office functions

Salary Information

This position is in schedule-range (07-04) with an annual salary of $52,000-$67,891, plus excellent benefits . A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Independent travel may be required for this position.

Qualifications

A qualified applicant will have training or experience in all of the following:

• Reviewing and/or managing contracts or invoices (i.e. reviewing contracts/invoices, applying contract provisions, ensuring conformance to contract/invoice requirements, etc.)
• Performing financial related duties or analyzing financial data (i.e. purchasing, accounting, finance, financial data collection, creating financial reports, accounts reconciliation, accounts payable, budgeting, etc.)
• Providing customer service by interpreting technical documents for stakeholders
