Criminal Investigator III (Grand Junction) - Liquor & Tobacco Enforcement Division (Remote)

Job Overview Position: Criminal Investigator III – Liquor & Tobacco Enforcement Division Classification: A2A4XXCRIMINAL INVESTIGATOR III Responsibilities Conduct inspections, compliance checks, and undercover investigations of licensed liquor and tobacco businesses. Plan and execute investigations of alleged violations of Colorado Liquor, Tobacco and Criminal Statutes and Regulations. Interview witnesses, suspects, complainants, licensees, and the general public; gather evidence through surveillance, database research, and PSR CSP tracking. Issue criminal summonses, make arrests, and prepare investigative reports and affidavits for judicial review. Prepare and present findings at administrative or criminal proceedings and testify in civil and criminal courts. Coordinate with other law‑enforcement agencies, local licensing authorities, and community stakeholders to achieve compliance and conduct joint operations. Maintain accurate investigative records, including timing documentation, spreadsheets, and required production of charging documents, summonses, warrants, and search warrants. Provide training and outreach to local authorities and the public on liquor and tobacco regulations. Assist in investigating online of EBT violations and over‑service incidents that may contribute to motor‑vehicle accidents. Support the division’s operational planning, including drafting operational plans and staffing outlines. Minimum Qualifications Six (6) years of full‑time professional investigative experience in a regulatory environment. Valid Colorado POST certification, active and in good standing. Alternatively: Bachelor's degree in a related field plus two (2) years of investigative experience in a regulatory environment. Substitutions: Up to six years of relevant experience may substitute for the required degree on a year‑for‑year basis. Must pass a background investigation, tax check, physical and psychological evaluation, and pre‑employment screening. Preferred Qualifications Knowledge of Colorado liquor and tobacco laws and regulations. Strong oral and written communication skills. Experience with administrative investigations in a regulated environment. Problem‑solving, troubleshooting, and organizational skills. Experience with rule‑making processes. Conditions of Employment Valid Colorado driver’s license required. Must be 21 years of age or older. Willingness to work nights, rotating shifts, weekends, holidays, and maintain on‑call status. Willingness to travel extensively within the defined region from Grand Junction to Idaho Springs and the Wyoming border to Pagosa Springs. Must be a Colorado resident at the time of application. Ability to perform heavy lifting (up to 100 pounds). Must possess and maintain firearms proficiency and defensive equipment qualifications.
