The Work The Program Manager III serves as a senior program manager and critical liaison between IT leadership and executive‑level project sponsors, managing communications across technical and non‑technical staff who are stewarding complex data curations across health and human services departments and agencies. This role empowers staff to effectively develop and sustain a data analytics program, including the use of AI to synthesize and report accurate data for official reporting and strategic decision‑making. Responsibilities Plan and execute multiple analytics projects asynchronously in partnership with program areas and project sponsors. Lead as a technical program manager, creating and managing hybrid Agile sprint cycles, epics, and user stories, as well as Waterfall project plans and associated project artifacts. Manage Scrum of Scrums ceremonies to synchronize across Agile sprint teams, applying principles from the Scaled Agile Framework (SAFe). Serve as a primary point of contact for program staff with data needs for federal, state, and internal reporting. Translate complex project findings and data limitations into clear, non‑technical language for leadership and program staff. Develop and refine effective AI prompts and query strategies to retrieve and synthesize program strategies for complex data domains. Create and maintain a library of standardized prompts and query templates to support common reporting and analytics needs. Ensure project teams properly extract, integrate, and analyze data from multiple complex internal and external sources to support program needs. Collaborate with end‑users, performance analysts, and IT leaders to create and validate dashboards and visualizations for program monitoring and official reporting. Provide subject matter expertise on validating AI‑generated outputs, with an emphasis on identifying and mitigating hallucinations and other data quality issues. Ensure all data outputs adhere to established reporting standards, data governance requirements, and applicable compliance regulations. Champion data literacy across the organization by planning, organizing, and staffing AI and analytics training initiatives. Promote a data‑driven culture by enabling and empowering staff at all levels to effectively utilize data and AI in their decision‑making. Work closely with data engineering, IT, and program teams to troubleshoot data‑related issues, address inconsistencies, and define mitigation strategies. Provide expert guidance to program staff on interpreting data trends and addressing complex analytical questions. Stay current on emerging AI, data analytics, and visualization tools and techniques, and incorporate relevant innovations into program practices. Other duties as assigned. Candidates should demonstrate flexibility and a willingness to adapt to evolving responsibilities as outlined by the client. 8+ years of experience translating complex analytics project intakes and business requirements into clear, actionable plans for prioritization and implementation. 8+ years of experience explaining complex data initiatives in simple, non‑technical language to end‑users and leaders at all levels. 8+ years of experience serving in complex data programs as a senior project manager and/or data liaison. 8+ years of experience collaborating with end‑users, performance analysts, and leadership to validate project/program reports and presentations for monitoring and official reporting. 8+ years of demonstrated excellence in communication, presentation, and interpersonal skills, including facilitation of cross‑functional meetings and briefings. 8+ years of experience using presentation and design tools such as Microsoft PowerPoint and Visio (or equivalent tools). Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment. Proficient in MS Office, Word, Outlook, PowerPoint, and Excel. Desired Qualifications 5+ years of experience leading as a senior project manager creating hybrid Agile sprint cycles, epics, and stories, as well as Waterfall project plans and all supporting project artifacts. 5+ years of experience with Business Intelligence (BI) and Data Warehouse (DW) solutions, including requirements, design, and implementation oversight. 5+ years of experience serving as the primary point of contact for program staff with data needs for federal, state, and internal reporting. 5+ years of experience working in a health and human services or similarly regulated environment, with a strong understanding of program data and reporting requirements. 5+ years of experience applying data governance and data quality principles in complex, multi‑stakeholder environments. 5+ years of experience managing Scrum of Scrums ceremonies to synchronize across Agile teams, including application of SAFe or similar scaled Agile frameworks. 5+ years of experience ensuring project teams properly extract, integrate, and analyze data from multiple complex internal and external sources to support program needs. 5+ years of experience collaborating with end‑users, performance analysts, and IT leaders to create and validate visualizations for program monitoring and official reporting. 3+ years of experience leading a performance management and analytics initiative within a state government environment (e.g., State of Texas) or comparable public‑sector setting. 2+ years of experience championing data literacy across an organization by developing and delivering training sessions for non‑technical staff. 2+ years of experience training and mentoring staff with varying levels of data literacy and analytics proficiency. 2+ years of experience with state and federal monitoring and reporting compliance for Major Information Resources Projects (MIRPs) or similar large‑scale IT initiatives. 2+ years of experience developing Advanced Planning Documents (APDs) and business case documentation (e.g., Business Case Workbooks) for large, multi‑funded IT projects. 1+ year of experience applying responsible AI practices, including alignment with organizational standards, governance, and ethical use guidelines.
