Chief Financial Officer

Chief Financial Officer Sumter Local Government Consulting is assisting Orangeburg, SC in recruiting an executive-level Chief Financial Officer (CFO) for the City. The CFO will lead the City’s Finance Department, oversee financial reporting, budgeting, payroll, purchasing, revenue collection, debt management, and risk management, and serve as a strategic partner in major capital initiatives and economic development. Responsibilities Lead the Finance Department, responsible for financial reporting, budgeting, payroll, purchasing, revenue collection, debt management, and risk management. Evaluate the structure, staffing, and overall operational efficiency of the Finance Department and implement recommended improvements. Proactively manage cash flow, financial reserves, and day‑to‑day financial operations. Lead issuance and management of debt for current and future capital improvement projects. Partner with the City Administrator to develop and execute the City’s annual operating budget. Maintain and strengthen the City’s bond rating through sound financial management and disciplined fiscal practices. Develop long‑term financial strategies that support economic development and capital investment initiatives. Ensure the City is financially prepared to support large‑scale projects and public‑private partnership opportunities.
