TRAFFIC MANAGER

Summary The primary purpose of this position is: To exercise second level supervisory and managerial authorities as the Deployment and Distribution Flight Chief & Traffic Manager, Logistics Readiness Squadron. - Plans, organizes, and oversees the activities of the Deployment and Distribution Flight.
- Serves as the Installation Transportation Officer, plans and directs all cargo movement traffic management functions and passenger travel and personal property shipment and storage activities for the installation and DoD assigned area of operation.
- Exercises supervisory personnel management responsibilities.
- Responsible for centralized command and control, planning, execution of all installation's deployment operations and the distribution of cargo, passengers, and personal equipment.
- Represents the Deployment and Distribution Flight with a variety of installation and functional area organizations.

- Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
- Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
- This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
- The employee must be appointed as Transportation Officer or Traffic Management Officer by the Installation Commander as required by the Defense Transportation Regulation 4500.9R.
- May be required to travel by military or commercial air to conferences, meetings, or other functions away from the normal duty station.
- Work may occasionally require duty in warehouse or flightline environment.
- Work may require travel to commercial carriers in the local vicinity of the installation for the purpose of contract negotiation.
- The employee must obtain and maintain an appropriate Secret Security clearance as a condition of employment.
- Knowledge of a wide range of traffic management principles, policies, practices, laws, regulations, techniques, and operations to include those concerning economics of transportation; commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; and related areas such as storage, preservation, packaging, and US and foreign customs import/export requirements as these involve air, motor, rail, and water movements.
- Knowledge of air and ground terminal operations for passenger and cargo transportation including handling of such items as general supplies, pets, household goods, unaccompanied baggage, mobile homes, privately owned firearms/vehicles, human remains, perishables, outsized, and overweight items.
- Knowledge of cargo and passenger deployment management functions and processes that that involve planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, war reserve materiel management, base/expeditionary support, sustainment, redeployment and command and control.
- Knowledge of safety and security regulations, practices, and procedures.
- Knowledge of a range of contracting procedures including development of statements of work, source selection plans, and proposal analysis reports for the procurement of passenger travel, cargo movement, and personal property movement/storage services.
- Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
