Budget Analyst

Summary This position is located in the Pension Benefit Guaranty Corporation's (PBGC), Office of Operations (OO), Budget Division (BD). Responsibilities The candidate selected for this position will: Perform comprehensive analysis of all IT proposals to provide consolidated recommendations, review new proposals for systems and services for IT support, verify their costs and benefits, advise management on their budget implications. Direct, perform and/or coordinate very complex special projects and studies directed toward the improvement of budgetary methods, and procedures and the development of techniques or budgetary proposals to deal with new or revised requirements. Track IT investment execution and project status and provides guidance, procedural instructions, and formats to assist program managers in planning and estimating funding needs for the total budget. To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration. Specialized Experience: Applicants must have at least one year of specialized experience at the GS-13 grade level in the Federal service or equivalent to the GS-13 grade level in the private sector formulating, justifying, and executing budgets for an information technology (IT) organization, or program, portfolio, or investment; consulting and advising stakeholders in the planning, programming, budgeting and execution of budgets; providing authoritative advice and guidance on budget strategies; and preparing and coordinating executive-level briefings related to the formulation or execution of a budget program. Examples may include: deciphering accounting information for use in budget execution; preparing budget estimates, exhibits, backup tables, written justifications, and executive-level summaries; managing or monitoring IT projects or investments with specified budgets, timelines, and performance goals; and analyzing budget execution, spend plans, obligations, contract renewals, or cost-benefit information to support the budget formulation decisions. Time-In-Grade Requirement: In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service). This information must be in both your resume and on an SF-50. Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
