Senior Application Developer - U.S. Citizen

Salary: $100,000 - 115,000 per year Requirements:

• We require U.S. citizenship and an active DoD security clearance.
• We need strong proficiency in C#, ASP.NET MVC, ASP.NET Web Forms, .NET Framework/.NET, and Microsoft Visual Studio.
• We expect experience with Microsoft SQL Server, T-SQL, stored procedures, and Entity Framework.
• We require hands-on experience building and integrating RESTful APIs, web services, and database-driven applications.
• We look for knowledge of the software development life cycle, secure coding practices, and application security.
• We expect experience using Git, Azure DevOps, or Team Foundation Server for source control.
• We need strong analytical, troubleshooting, and problem-solving abilities.
• We require excellent written and verbal communication skills.

• We require the ability to obtain and maintain a Secret security clearance.
• We require an active Security+ CE certification or an equivalent DoD 8140 IAT Level II credential.
• We prefer an associate degree.
• We prefer at least 6 years of application development experience.
• We prefer CompTIA Security+ certification.
• We require the ability to commute to Silver Spring, MD.

• We provide software engineering and technical support to keep JPC application systems fully operational.
• We perform operations and maintenance support for web-based and Windows-based applications built on the Microsoft .NET stack.
• We maintain and support LIS software and other mission-critical applications across development, testing, staging, and production environments.
• We monitor application health, logs, and performance metrics to detect errors, slowdowns, and suspicious activity.
• We apply fixes, patches, and defect resolutions to preserve system stability and performance.
• We design, develop, enhance, and sustain applications using approved development practices and frameworks.
• We support graphical user interface development with tools and technologies such as Visual Studio, .NET MVC, Kendo UI, JavaScript, HTML, AJAX, ASP, CMS platforms, SQL Server, and MySQL.
• We implement future enhancements based on evolving mission needs and stakeholder feedback.
• We provide objective evidence that design outputs satisfy requirements throughout the software development life cycle.
• We design, develop, and maintain AI-enabled features for data analysis, workflow automation, decision support, and process optimization.
• We integrate machine learning models, analytics engines, or AI services into existing applications within approved government architectures.
• We ensure AI components are transparent, auditable, and aligned with DoD cybersecurity, data governance, and ethical-use requirements.
• We support AI model lifecycle activities, including training data integration, testing, validation, deployment, and performance monitoring.
• We work with stakeholders to identify suitable AI use cases within LIS and other JPC systems.
• We design, implement, and maintain integrations between software systems using web services, APIs, and HL7 interfaces.
• We monitor interfaces to ensure dependable data exchange and interoperability.
• We support database interactions and coordinate with database administrators to protect data integrity and performance.
• We establish and maintain version control repositories using approved tools.
• We track, manage, and document software change requests using strong configuration management practices.
• We plan, coordinate, and execute software releases, patches, and updates across environments.
• We support release validation and rollback activities as needed.
• We embed security controls into applications to meet DoD cybersecurity requirements.
• We implement and maintain Application Security Technical Implementation Guides.
• We ensure applications meet Section 508 accessibility requirements.
• We conduct application security testing using approved tools and methods such as OWASP, Fortify, and static and dynamic code analysis.
• We support Certification and Accreditation and RMF activities for application systems.
• We perform and support verification and validation activities, including unit testing, functional testing, code reviews, walkthroughs, and static/dynamic analysis.
• We ensure software meets functional, security, and performance requirements before deployment.
• We document test plans, results, and remediation actions.
• We develop and maintain technical documentation, including system designs, configuration baselines, interface documentation, and standard operating procedures.
• We produce reports and status updates on system changes, configuration updates, risks, and operational status for stakeholders.
• We ensure software artifacts are documented across all SDLC phases, from planning through maintenance.
