Job Title

The duties of this position include:

Providing training, coaching, and guidance to subordinates and facilitating team building throughout their program areas. Continuously reviewing work progress to assure that results meet the agency's mission and the customers' needs. Serving as a member of the management team and providing advice on ways to improve organizational performance and strategic goals.

Continuously reviewing work processes to assure that results meet the mission and goals of the Federal Aviation Administration (FAA), the needs of the aviation community, and the safety of the flying public. Providing training, coaching, and guidance to subordinate managers and being responsible for team building. Participating in accident investigations and incidents as directed by higher authority.

Providing vision and leadership to facility teams. Assigning work to be accomplished by subordinate managers and their staff. Setting and adjusting long and short-term goals and priorities in support of FAA Flight plan initiatives.

Approving leave; preparing schedules for completion of work; assigning work to subordinates based on priorities; evaluating work performance of subordinates ensuring equity of performance standards and ratings; giving advice on work and on administrative matters; making decisions on work problems presented by subordinates; hearing and resolving group grievances and serious employee complaints; effecting disciplinary actions; recommending/approving selections and transfers; recommending awards or bonuses; approving expenses for overtime, equipment, and personnel; and identifying and arranging for developmental and other training needs of subordinates.

Recommending necessary budgetary and reprogramming actions required to ensure the effective operation of the facility. Recommending, reviewing, and revising operational and administrative procedures to ensure compliance with national programs. Recommending and allocating budget, staff, and other resources to accomplish objectives that impact multiple organizational units/projects/programs and across multiple functions and/or disciplines. Managing budgets and either acquiring or reallocating resources among organizational units/projects/programs. Leading and integrating both short-term and long-term future needs through the budget planning process.

Communicating and reinforcing diversity and EEO policies and programs in all areas of responsibility, including selection, training, and transfers. Supporting and participating in the labor-management partnership process and fostering a work environment where all employees are treated in a fair and equitable manner.

Meeting and having frequent contacts with both internal and external customers including subordinates, other peer management representatives, union representatives, administrative support staff within the facility, higher ranking managers and supervisors, service center personnel, members of the state, local and federal government, foreign government aviation officials, representatives of the aviation industry and military. Also interacting with key staff of public interest groups, government officials, professional organizations and contractors. Contacts take place in meetings and conferences or in unplanned situations where the XO is designated as a contact point and these meetings have the potential for considerable consequence to the NAS, members of the general public, and representatives of the aviation industry.

The incumbent reports to the Air Traffic Manager, who provides minimal supervision. The incumbent exercises a high level of judgment in the performance of his/her duties by independently looking for alternative strategies to adapt to the changing requirements of the NAS. Performance is evaluated upon the effectiveness with which objectives are achieved.
