Job Summary About the Position: Winchester, a city of 30,000, is located in the beautiful Shenandoah Valley 70 miles northwest of Washington, DC. This is a developmental position with a target, full-performance level of GS-12. Selection may be made at either the GS-07, GS-09, GS-11 or GS-12 grade. Major Duties The Project Management Plan (PMP) establishes Project Delivery Team (PDT) responsibilities, sets expectations, documents project scope and criteria, schedules and milestones, budgets, dependencies, and responsibilities of the participating parties. Serve as life‑cycle Project Manager that is responsible for the overall management, control, coordination, and execution of assigned projects. Interpret and implement program policies, directives and procedures and ensure the timely accomplishment of all activities in areas of planning, programming, design, and contracting responsibilities. Endorse all products produced in support of the project and ensure the project schedule incorporates sufficient time and resources for the PDT to produce quality products. Ensure introduction of latest forecasts, resolve in advance anticipated problems in the areas of performance goals, timing, and potential costs. Review concept designs for compliance with project scope, requirements, functionality, and ensure that the project design does not exceed authorization and funding limitations. Implement corporate decisions, guidance, laws, regulations, and policy in the development of the projects and intermediate products in support of the project through the entire project life cycle. Travel Code 2 Position Sensitivity Noncritical‑Sensitive (NCS)/Moderate Risk Promotion Potential 12 Qualifications Qualifications for the GS-0301-12 Specialized Experience: One year of specialized experience which includes: implementing program policies and ensuring the timely accomplishment of all activities in areas of planning, design, construction, and contracting responsibilities; reviewing designs for compliance with program goals and to ensure the project design does not exceed authorization and funding limitations; negotiating contracts and project management experience for design and construction projects. Time in Grade Requirements: GS-07: 52 weeks of Federal service at the next lower grade or equivalent (GS-05). GS-09: 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11: 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12: 52 weeks of Federal service at the next lower grade or equivalent (GS-11). No substitution of education for experience is permitted for this job. Foreign Education: Education completed in foreign colleges or universities must be evaluated by a private organization specializing in foreign education programs and deemed equivalent. Salary Range GS‑07: $57,736 - $75,059; GS‑09: $70,623 - $91,815; GS‑11: $85,447 - $111,087; GS‑12: $102,415 - $133,142.
