I nfrastructure Vertical

The WBG Infrastructure Vice Presidency provides public and private solutions to operational teams and clients across the WBG to produce scalable impact. Its mandate is to deliver knowledge for impact to support the WBG to achieve its goals in support of our mission and specifically: providing guidance on creating more and better jobs by: (i) supporting foundational infrastructure and human capital, (ii) policy environment, and (iii) enabling and mobilizing private sector capital.

Energy Global Department

Within the Infrastructure VPU, the WBG Energy Department leads WBG's global engagement on energy policy, investment, and institutions - spanning power systems, various energy technologies, energy efficiency, and energy access.


The Department is composed of five units: one Policy and Regulations unit and four Solutions and Impact units.


The Global Flaring and Methane Reduction (GFMR) facility was launched at COP28 in Dubai in 2023. The World Bank's Global Flaring and Methane Reduction (GFMR) Partnership is a multi-donor trust fund housed within the Infrastructure Vice Presidency's Energy and Extractives (EEX) Global Practice. Capitalized at approximately $250 million, GFMR is one of the World Bank's flagship climate initiatives in the oil and gas sector, bringing together governments, national and international energy companies, and multilateral organizations to tackle two of the most potent near-term drivers of climate change: routine gas flaring and methane emissions.
The GFMR builds on the legacy of the Global Gas Flaring Reduction (GGFR) Partnership, launched in 2003, and underpins the World Bank's "Zero Routine Flaring by 2030" initiative. The program provides catalytic grant funding, technical assistance, analytical support, and policy advisory services to help developing-country governments and state-owned enterprises implement flaring and methane abatement measures. It coordinates closely with the Global Methane Reduction Platform for Development (CH4D), led by the Sustainable Development Vice Presidency, as part of the World Bank's integrated "all of methane" strategy.

Please note this position is financed by a Trust Fund and renewal is contingent upon availability of funding, in addition to other factors, including but not limited to business needs, staff performance and skills fit.

Job Duties and Responsibilities:

Strategy and Leadership
• Lead the development and periodic refresh of GFMR's strategic priorities, ensuring alignment with the World Bank's climate commitments, the Global Methane Pledge, and the Zero Routine Flaring by 2030 Initiative.
• Provide technical and strategic direction to a multidisciplinary team of oil and gas experts, economists, and program staff.
• Represent GFMR in senior-level engagements with donors, partner governments, multilateral institutions, and private sector stakeholders, including at major international forums (e.g., COP, CERAWeek, ADIPEC).

Program and Trust Fund Management
• Oversee the full lifecycle management of the GFMR trust fund, including grant programming, budget planning and monitoring, fiduciary compliance, and donor reporting.
• Supervise grant proposals, technical evaluations, and portfolio reviews to ensure strategic prioritization and complementarity with World Bank operations across regions.
• Chair or co-chair Technical Evaluation Committees in coordination with relevant Global Practices and regional teams.

Country Engagement and Technical Support
• Lead and oversee country-level engagement, supporting governments and state-owned oil companies in designing and implementing flaring and methane abatement programs, including methane leak detection and repair (LDAR) campaigns and feasibility studies.
• Advise on regulatory and policy reform, including the development of national flaring and methane regulations aligned with international best practices.
• Provide technical oversight of analytical work including satellite-based flaring data analysis, emission inventories, and MRV (measurement, reporting, and verification) frameworks.

Knowledge Generation and Advocacy
• Champion global knowledge development on oil and gas methane and flaring reduction, including the annual Global Gas Flaring Tracker and other flagship publications.
• Advocate for accelerated private and public sector action on methane, securing new commitments under the Zero Routine Flaring initiative.
• Mobilize co-financing and forge strategic partnerships with bilateral donors, development finance institutions, carbon markets, and the private sector.

Institutional Coordination
• Coordinate closely with CH4D and other methane-related initiatives within the World Bank to ensure coherence across the Bank's methane strategy.
• Liaise with OPCS, DFi (Development Finance), and other relevant corporate units on trust fund governance, compliance, and reporting requirements.

Selection Criteria

Essential
• Master's degree or equivalent in energy, petroleum engineering, environmental science, business, economics, public policy, or a related field.
• Minimum 12 years of relevant professional experience, including demonstrated expertise in the oil and gas sector with a focus on flaring, methane emissions, or climate-related energy policy.
• Proven track record in managing large-scale, multi-stakeholder programs or trust funds in a development finance or multilateral context.
• Deep knowledge of methane MRV frameworks, satellite monitoring technologies, and international regulatory standards (e.g., World Bank ESS, IFC Performance Standards, OGMP 2.0).
• Strong experience in government engagement and policy dialogue, preferably in oil-producing developing countries.
• Demonstrated ability to lead, motivate, and develop multidisciplinary teams in a fast-paced, results-oriented environment.
• Excellent written and oral communication skills in English, including the ability to translate complex technical content for non-specialist audiences.

Desirable
• Experience working with or within a multilateral development institution.
• Familiarity with carbon markets and emissions trading as they relate to oil and gas operations.
• Experience in fundraising and donor relations for trust funds or partnership programs.
