This role manages the proposal process, developing, planning and scheduling compliant and compelling proposals in response to solicitation (i.e., RFP) specifications.

Leads all aspects of proposal volume development, including Technical, Management, Past Performance, Security, Basis of Estimate, Contracts, Executive Summary, Integrated Master Schedule and Plans, etc.

Provides guidance to a diverse team of cross-functional proposal personnel.

Manages proposal schedules and deadlines, develops proposal artifacts and supporting artifacts such as proposal outline, compliance matrix, storyboard plan, and delivery plan.

Shapes and drives integration of win themes and discriminators into proposal deliverables, ensuring capture artifacts and customer values are incorporated for a winning proposal.

Supports color team reviews and manages the disposition of review comments.

Conducts regular proposal status meetings and is responsible for managing actions to closure.

Coaches volume leads to ensure messages are consistently integrated across all volumes.

Collaborates with publications personnel to manage the production cycle, including printing, book check, packing and delivery.

Works collaboratively with the Capture Manager and Program Manager throughout the proposal phase to develop, refine and execute the win strategy.

Supports business gate reviews as needed.

Key Responsibilities

Demonstrating Proposal Process expertise and ability to tailor as appropriate, to include guiding proposal team members on proposal processes and procedures

Establishing and managing proposal schedules and deadlines

Developing proposal artifacts, such as the proposal outline, compliance matrix, storyboard plan, and delivery plan

Scheduling, organizing, and conducting proposal color reviews (e.g., Pink and Red Teams), as well as driving comment summation, adjudication.

Working collaboratively with publications personnel to manage the production cycle, to include printing, book check, packing, and delivery

Desired skills

Program management experience

Successful track record managing highly technical teams

Strong team leadership and interpersonal skills requiring minimal direction; this position is virtually self-supervised

Excellent verbal and written communication skills

Strong writing ability with experience in developing content for technical, management, past performance, resume proposal sections

Formal Proposal Management accreditation such as APMP

Experience with Adobe Suite, Microsoft Office Suite including Teams, Word, Excel, PowerPoint, and SharePoint.

Active TS or TS/SCI security clearance
