Position: Behavioral Health Consultant

Location: Tallahassee, Florida (Hybrid)

Duration: 16+ Months

Job Description: Scope/Background: DOH CMS requires Behavioral Health Consultant Services to support statewide behavioral health integration efforts, grant coordination/reporting, technical assistance, outcomes measurement, and performance improvement activities under Title V CYSHCN.

Project Overview: Provide consultant support to CMS, including planning, stakeholder coordination, statewide technical assistance, reporting and outcomes analysis, support for policy/procedure development, and presentations. Monthly reporting and invoicing are required.

Type of Project: Professional consulting / program support services (Behavioral Health Integration + Title V CYSHCN + Federal grant support)

Qualifications And Experience: Staff assigned to this agreement must possess the following minimum qualifications and experience:

• At least 5 years of experience working on integrated Behavioral Health Integration with primary care providers and child and adolescent psychiatrists and multidisciplinary teams.
• At least 5 years of experience working with data and outcome measures.
• At least 5 years of experience working with contracts and contract oversight including providing technical assistance.
• At least 5 years of experience working with the Florida Title V Children and Youth with Special Health Care Needs (CYSHCN).
• At least 5 years of experience implementing local and statewide behavioral health initiatives.
• Master’s degree in social work (MSW) or relevant field.
• At least 4 years’ experience managing or assisting in the management of federal grants.

Responsibilities:

• Develop, submit, update, and implement a project plan as follows:
• Develop a project plan that includes action steps and timelines related to Behavioral Health initiatives for grants and non-grant related projects as directed by the Department and submit the project plan within 30 calendar days of issuance of the PO to the Department Contract Manager for the Department to review and approve. As directed by the Department, modify and resubmit the project plan for the Department to review and approve.
• Implement the approved project plan as directed by the Department.
• Update the project plan as needed or as directed by the Department and submit the updated project plan to the Department Contract Manager for review and approval.
• Upon Department approval, implement the approved updated project plan.
• Document all activities performed in accordance with the approved project plan in the corresponding Monthly Progress Report.
• Participate in meetings with the Department supervisor and other Department staff as directed by the Department.
• Provide Federal Grant Management coordination of activities as assigned by the Department and as follows:
• Support the management and reporting of data related to program progress and outcome measures for current and future grants quarterly, annually, and as directed by the Department and in accordance with the approved project plan.
• Analyze, summarize, or develop reports as directed by the Department and in accordance with the approved project plan. As directed by the Department, document the analysis and summaries in the corresponding Monthly Progress Report. Submit any reports developed with the corresponding Monthly Progress Report.
• As directed by the Department, maintain oversight of Behavioral Health performance measures, goals, and outcomes for assigned program or grants in accordance with the approved project plan. As directed by the Department, document all oversight activities and the results of those activities in the corresponding Monthly Progress Report.
• Provide technical assistance and consultation to guide the effective functioning of the Children’s Medical Services (CMS) Behavioral Health initiatives and programs as follows:
• As directed by the Department, provide technical assistance and consultations throughout Florida to Behavioral Health Hub service areas within Florida, Department CMS staff, Department CMS contracted providers, other state agencies, and healthcare providers involved in the provision of Behavioral Health services to CYSHCN.
• As directed by the Department, conduct performance improvement activities and reviews of Title V CYSHCN Behavioral Health services for CYSHCN. Document all performance improvement activities and reviews conducted in the corresponding Monthly Progress Report.
• Assist in the development of Behavioral Health programmatic policies and procedures, grants, legislative initiatives, performance reports, performance improvement, staff training and prevention activities as directed by the Department.
• As directed by the Department, prepare PowerPoints and other requested presentation(s) or communication materials and submit them to the Department Contract Manager for the Department to review and approve. As directed by the Department, modify and resubmit the PowerPoints or any other presentation or communication material.
• As directed by the Department conduct presentations using the approved PowerPoint or other presentation or communication material.
• Each month create a Monthly Progress Report and submit it with the invoice to the Department Contract Manager for review and approval. Include the following in the Monthly Progress Report:
• All information specified in the Tasks above.
• Any progress, setbacks, or barriers identified.
• A need for resources as applicable.
• Any other information as specified by the Department.
• The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.
