We are accepting applications to fill one (1) Part-Time (0.5 FTE/ 40 hours biweekly) Electronic Health Record ( EHR) Support Specialist vacancyon the County of Santa Barbara Health team. This position will be homebased in Santa Barbara , but may be required to travel throughout the County. The County classification title is Department Business Specialist I .

NOTE: Candidates may be appointed at the I or II level, depending on the candidate's qualifications and the needs of the department.

THE POSITION: Under general direction, supports departmental staff in the proper and efficient application of business process, fiscal, and/or information system analysis in order to improve the service delivery of programs; analyzes and reports on program requirements and performance; and performs related duties as required.

The CalAIM program heavily relies on EHRs to coordinate whole-person care, manage complex populations, and meet new documentation and payment standards. EHRs must be configured to support ECM workflows, data exchange, and compliance with CalAIM's enhanced care management and payment reform requirements.

The IDEAL CANDIDATE will possess:

• Experience in structured quality improvement methods;
• Experience with Electronic Health Records;
• Experience in an integrated healthcare setting;
• Passion for serving uninsured, under-insured, and low-income populations;
• Ability to effectively work with diverse patient populations;
• Excellent problem-solving skills, flexibility, and ability to multitask in a busy medical clinic environment;
• Knowledge of Community Based Organizations and Social Determinants/Drivers of Health (SDOH)

(Duties may vary depending upon specialization):

• Researches and analyzes CalAIM guidelines, EHR functionality, operational workflows, and regulatory requirements to determine their impact on departmental processes, documentation standards, reporting needs, and data integrity; assists in recommending workflow adjustments and system configurations that support compliance and program goals.
• Develops and updates written procedures to support consistent EHR use across clinics; assists in coordinating the implementation or revision of workflows, job aids, and documentation standards to align with CalAIM initiatives, improve data accuracy, enhance reporting, and strengthen service delivery; evaluates impacts of workflow changes and assists in preparing response strategies.
• Serves as a liaison between clinical teams, EHR users, the CalAIM program team, IT staff, and outside partners to support system enhancements, troubleshoot user issues, coordinate special projects, and ensure EHR practices align with program requirements; gathers relevant data and user feedback to inform system improvements and program decision-making.
• Participates in meetings, trainings, and workgroups to present EHR user data, workflow recommendations, system considerations, and operational impacts; assists supervisors and managers in making informed administrative and operational decisions related to EHR usage and CalAIM implementation.

• Possession of a bachelor's degree in business administration or in nursing, health sciences, healthcare management and/or Public Health or related field ; OR ,
• Possession of an associate's degree in business administration or in nursing, health sciences, healthcare management and/or Public Health or related field AND two years of experience that would demonstrate basic knowledge of (a) fiscal management, budgeting, grant preparation and monitoring, and contract management; (b) automated systems; or (c) Electronic Health Records (EHR) systems used by the hiring department; OR ,
• Four years of experience that would demonstrate basic knowledge of (a) fiscal management, budgeting, grant preparation and monitoring, and contract management; (b) automated systems; or (c) Electronic Health Records (EHR) systems used by the hiring department; OR ,
• A combination of training, education, and/or experience that is equivalent to one of the employment standards listed above and that provides the required competencies.

• Current technical or professional knowledge of the complex principles, methods, standards, and techniques associated with the scope of work of a recognized profession.

• Independent travel throughout the County and state may be required.
• Possession of a valid California Class C Driver's License may be required at the time of appointment.

• Review applications and supplemental questionnaire to determine those applicants who meet the employment standards.
• Supplemental Questionnaire Rating - Responses to the required examination supplemental questions will be evaluated and scored. Candidates' final score and rank on the eligibility list will be determined by the responses to these questions. This process may be eliminated if there are fewer than 11 qualified candidates

Candidates must receive a percentage score of at least 70 on the supplemental questionnaire rating examination to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule 6. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the examination, rank on the employment list, and duration of the employment list.

VETERAN'S PREFERENCE POINTS: Veteran's preference credit is applicable for this recruitment (5 points for veterans, 10 points for disabled veterans). To be eligible for this credit, you must be applying for this position within five years from your most recent date of: (1) honorable discharge from active military service; or, (2) discharge from a military or veterans' hospital where treatment and confinement were for a disability incurred during active military service; or, (3) completion of education or training funded by a Federal Educational Assistance Act.
