Management and Program Analyst

Commander, Navy Installations Command

Summary

This position is part of the Office of the Chief Human Capital Officer, Department of Energy. As a Management and Program Analyst, you will analyze and evaluate the effectiveness and efficiency with which assigned DOE organizations and their components carry out their programs and functions and to develop information, advice, and recommendations for management to use in making decisions on the administrative and programmatic aspects of agency operations and management.

The Office of the Chief Human Capital Officer office works to provides expert guidance to Chief Human Capital Officer (CHCO) and Deputy Chief Human Capital Officer (DCHCO), and senior HC staff informed of critical developments; and administers expert advice on the administrative aspects of various problems or situations that may arise.

As a Management and Program Analyst , you will:

  • Perform complex analysis, evaluation, and advisory assignments to improve the overall effectiveness and efficiency of human capital programs, management systems, and business operations.
  • Serve as the Headquarters Security Officer (HSO), leading the implementation and compliance of personnel security policies, procedures, and practices across the organization.
  • Manage personnel security processes for employees and contractors, including badging, background investigations, security clearances, and foreign visitor access.
  • Ensure organizational adherence to facility access protocols and security regulations in coordination with appropriate authorities.
  • Track and evaluate developments, trends, and updates in security activities to maintain alignment with agency security standards.
  • Contribute as a key analyst within the Resource Management Division (RMD), supporting cross-functional administrative duties including financial, continuity of operations, and awards management.

  • This position is eligible for situational telework only.
  • This position has been designated as Critical-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position requires the incumbent to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08)
Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 3 of 4 of the following:

  1. Directing personnel security operations to ensure organizational regulatory compliance across background vetting, clearance adjudication, credentialing, and facility access protocols.
  2. Evaluating human capital or business management programs by analyzing operational metrics and performance trends to identify deficiencies and recommend solutions that improve organizational efficiency.
  3. Assessing organizational adherence to security, administrative, or operational regulations; interpreting complex governance policies; and implementing compliance measures across multi-functional program areas.
  4. Identifying and resolving complex operational or policy issues, establishing standard operating procedures, and providing expert-level recommendations to senior management on program strategy and risk mitigation.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
