The Associate Counsel is a business partner, engaging with departments to understand their issues that may have both legal and business impacts. The position requires the ability to demonstrate sound judgment, organizational skills and adaptability to a fast-paced work environment.Commitment to Quality: The IEHP Team is committed to incorporate IEHP’s Quality Program goals including, but not limited to, HEDIS, CAHPS, and NCQA Accreditation.Additional BenefitsPerksIEHP is not only committed to healing and inspiring the human spirit of our Members, but we also aim to match our team members with the same energy by providing prime benefits and more.Competitive salaryState of the art fitness center on-siteMedical Insurance with Dental and VisionLife, short-term, and long-term disability optionsCareer advancement opportunities and professional developmentWellness programs that promote a healthy work-life balanceFlexible Spending Account – Health Care/ChildcareCalPERS retirement457(b) option with a contribution matchPaid life insurance for employeesPet care insuranceKey ResponsibilitiesConduct legal research and prepare legal memorandum and executive briefings on a variety of legal topics as directed by leadership.Draft and respond to discovery, review motions, memorandums and other work product by outside counsel and provide insight and recommendations on legal strategy.Attend meetings with business units and recommend appropriate legal strategies and courses of action to meet IEHP’s needs.Provide strategic advice and counsel on the legal impact of new or proposed local, state, federal or managed care legislation or changes in government agency requirements or processes that impact IEHP in the administration of its programs.Handle cross-disciplinary legal matters in collaboration with regulatory and business attorneys and other professionals and paraprofessionals.Work collaboratively with a broad range of staff, developing and maintaining strong relationships between the IEHP legal department and IEHP’s other business units.Ensure the privacy and security of Protected Health Information (PHI) as outlined in IEHP’s policies and procedures relating to HIPAA compliance.Any other duties as required ensuring Health Plan operations are successful.QualificationsEducation & Requirements Five plus (5+) years or more of legal practice or in-house experience as an attorney requiredExperience with HIPAA HITECH regulations and Federal and California privacy laws and regulationsLitigation experience is strongly preferredThe ideal candidate will have experience with other cross functional areas such as Compliance, Regulatory Affairs or similar groupsThe ideal candidate will have prior in-house experience in a public entity, managed care organization or health systemJuris Doctorate (J.D.) from an American Bar Association accredited law school requiredPossession of an active, unrestricted, and unencumbered license to practice law from the State Bar of California requiredKey QualificationsMust have a valid California Driver’s license and valid automobile insuranceMust qualify and maintain driving record to drive company vehicles based on IEHP insurance standards of no more than three (3) pointsUnderstanding and knowledge in the following areas:Federal, state and local laws and regulations applicable to public entities in California.All phases of litigation, regulatory actions and alternative dispute resolution (ADR) and litigation strategy in California and Federal courts and/or arbitrationHealth plan licensing, regulatory compliance, managed care operations, and provider and government contractsHIPAA HITECH regulations and Federal and California privacy laws and regulationsExcellent communication and interpersonal skills with a high degree of professionalism, maturity, discretion and integrity in dealing with individuals at all levels in the organization, particularly with executive leadership. Excellent organizational, analytical and problem-solving skillsStrong legal research skills, including proficiency with Lexis Nexis or WestlawProven ability to:Provide superior legal advice and counsel to the organization regarding complex issues.Communicate effectively orally, by phone, in person and in writing with leadership, internal teams and external partners and counselManage multiple demands, respond effectively within tight deadlinesExercise good judgment in handling sensitive and confidential information and situationsCultivate trusting relationships with all levels of leadership and external partnersStart your journey towards a thriving future with IEHP and apply TODAY!Work Model LocationThis position is on a hybrid work schedule.
