Manager of Environmental Management Group – Infrastructure Division – SFPUC Job Code: 0933 • Title: Manager V • Division: Infrastructure • Group: Environmental Management Group (EMG) Employment Type: Full‑time Permanent Civil Service About the Position The Manager of the Environmental Management Group directs all California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) environmental review and resource agency permitting for projects across the Water, Wastewater, and Power Enterprises. The position is responsible for leading a team of approximately 17 staff, managing $75M of consultant contracts, and ensuring compliance during construction for a capital plan valued at roughly $12.5 B over ten years. Essential Responsibilities Plan, monitor, evaluate, and supervise EMG operations, coordinating work among multidisciplinary teams. Develop and implement policies, procedures, and protocols for CEQA, NEPA, and other environmental laws, including mitigation strategies and ecosystem protection measures. Allocate resources to meet timely project outcomes and budget requirements, adjusting plans for emerging needs. Lead training programs for project, engineering, and construction staff on environmental compliance. Oversee preparation of CEQA, NEPA, and permitting documents for the 10‑year capital plans. Coordinate with SFPUC Enterprises, City agencies, and external agencies to ensure compliance and provide guidance. Advise senior management on CEQA analyses, prepare presentations to commissions and the public, and present project progress. Manage the EMG budget, monitor expenditures, maintain fiscal and operational reports, and provide early warnings on potential cost overruns. Minimum Qualifications Education: Bachelor’s degree from an accredited college or university (or equivalent experience). Experience: Eight (8) years of professional experience in CEQA compliance, with at least three (3) years supervising professionals. Education Substitution: Qualifying experience may replace the degree on a year‑for‑year basis up to a maximum of two (2) years. Desirable Qualifications Advanced degree (Bachelor’s or Master’s) in environmental studies/science, biology, natural resources, cultural resources, or related fields. Demonstrated results managing CEQA and NEPA programs for a large public utility. Experience applying Chapter 31 of the San Francisco Administrative Code.
