Position Title: Intensive Support Specialist

Reports to: Child Support Director

Status: Full-time (non-exempt) with benefits

Position Summary:

The Intensive Support Specialist (ISS) provides client-focused case management services to parents identified as needing additional support to overcome barriers to employment and self-sufficiency. This position works one-on-one with case participants to assess individual needs, develop service plans, and connect families with appropriate resources to promote consistent child support payments, increased self-sufficiency, and long-term family stability. The Intensive Support Specialist collaborates with internal staff and external partners to coordinate services, strengthen community relationships, and support positive outcomes for families involved in the child support program. This position also engages in outreach efforts to increase program awareness and participation.

Duties:

  • Provide individualized case management services to participants identified as needing intensive support.
  • Conduct comprehensive assessments to identify barriers to employment, compliance, and self-sufficiency.
  • Develop and monitor individualized service plans in collaboration with participants.
  • Connect participants with appropriate local, tribal, state, and community resources, including employment, education, and supportive services.
  • Establish and maintain a current directory of local resources and service providers.
  • Develop and maintain relationships with local employers to support employment opportunities for participants.
  • Coordinate referrals and follow-up with partner agencies and service providers to ensure continuity of care.
  • Collaborate with other tribal programs, including the Motherhood and Fatherhood is Sacred Program, to support participant engagement and holistic services.
  • Assist in facilitating or coordinating participation in culturally relevant programs and workshops, as appropriate.
  • Support participants in addressing barriers that impact consistent child support payments and compliance with court orders.
  • Maintain regular contact with participants to monitor progress, provide encouragement, and adjust service plans as needed.
  • Document all participant interactions, service plans, referrals, and progress in the Child Support Information Services (CIS) system.
  • Track participant progress and outcomes to support program effectiveness and reporting.
  • Coordinate with Child Support Specialists regarding case status and participant progress.
  • Perform general administrative and clerical duties, including correspondence, filing, copying, data entry, and preparation of travel and supply requests.
  • Attend in-state and out-of-state meetings and training to maintain professional knowledge.
  • Develop, coordinate, and implement outreach activities to engage families and promote awareness of child support services and available resources.
  • Participate in community events, workshops, and program initiatives to strengthen relationships and increase program visibility.
  • Maintain regular and reliable attendance.
  • Provide backup support to other program staff as needed.
  • Maintain strict confidentiality and adhere to ethical standards, tribal laws, and personnel policies.
  • Perform other duties as assigned.

Qualifications:

  • Bachelors or Associate degree in sociology, social work, human services, or a related field.
  • OR three (3) or more years of experience in case management, social services, workforce development, community outreach, or a related field; or an equivalent combination of education and experience that demonstrates the required knowledge, skills, and abilities.
  • Proficiency in Microsoft Office applications, including Word, Excel, Access, and Outlook.
  • Knowledge of case management principles and practices.
  • Ability to assess participant needs and develop effective service plans.
  • Knowledge of community resources and social service systems.
  • Ability to develop and maintain effective working relationships with participants, employers, and partner agencies.
  • Strong verbal and written communication and interpersonal skills.
  • Ability to work independently with minimal supervision while maintaining professionalism, dependability, and integrity.
  • Ability to motivate and support individuals facing barriers to self-sufficiency.
  • Ability to maintain accurate records and documentation.
  • Ability to handle sensitive and confidential information with professionalism and discretion.
  • Must be able to attend in-state and out-of-state training.
  • Must possess a valid drivers license.

The incumbent shall comply with all requirements and provisions of Subpart K, of 43 CFR, Part 2, which implements the Privacy Act (5 U.S.C. 552a(i)(1)).

Preference in employment shall be given to qualified Indian applicants in accordance with applicable federal law and the Kickapoo Tribe in Kansas Tribal Employment Rights Ordinance (TERO). This position is funded in whole or in part by federal funds; therefore, Indian Preference shall be applied consistent with federal regulations. Applicants claiming Indian Preference must provide appropriate verification of enrollment in a federally recognized tribe. The Kickapoo Tribe in Kansas supports the goals and policies of TERO, and the hiring process shall be conducted in a manner consistent with the Ordinance to the extent permitted by federal law. Consideration will be given to non-Indian applicants only in the absence of qualified Indian Preference candidates.
