Department Overview

The US Privacy Office is responsible for the development, management, and oversight of the US Privacy Compliance Program. We work closely with Risk Owners and Oversight Functions to drive a culture of compliance with privacy related laws, rules, and regulations. The US Privacy Office leads and coordinates privacy related oversight by supporting and maintaining:

• Privacy Notices and Policies
• Privacy Event Management
• Regulatory Change Engagement
• Monitoring
• Training and Awareness
• Issue Management and Reporting
• Compliance Data Governance Management

The Privacy Data Compliance Governance & Operations Manager (US) provides advice and objective guidance/challenge for data privacy initiatives, and support privacy programs from a governance perspective. This role will:

• Perform review and challenge on Data Privacy Impact Assessments (PIAs)
• Assist in the remediation and reporting of privacy incident management
• Coordinate Privacy LMS training updates and completion rates
• Oversee the Privacy Designate Mandate including list management and access

This role will have close interaction with key personnel, including senior management, within US Compliance and US business line Privacy Designates.

Job Summary

The Compliance Governance & Operations Manager leads the development and implementation (or lead support) of enterprise Compliance programs, including frameworks, policies, standards and development of procedures, awareness and specialized training, monitoring, reporting and information, escalation of issues and events.

Depth & Scope

• Highly seasoned professional role requiring substantial knowledge/expertise in a complex field and knowledge of broader related areas

Education & Experience

• Undergraduate degree or equivalent work experience
• 7+ years of experience

Preferred background and experience:

• Experience in data privacy, data governance, enterprise risk management, or regulatory compliance within the financial services industry, including the review and challenge of privacy-related assessments and controls.
• Knowledge and understanding of the data governance and privacy best practices, including data lifecycle management, metadata management, data security classification and information protection.
• Experience supporting data governance, data quality, data management, or related risk and control activities within a complex, multi-system environment.
• Strong organizational skills, including prioritization across multiple concurrent workstreams
• Knowledge of risk management environment, standards, and regulations
• Skill in using computer applications including MS Office
• Ability to communicate effectively in both oral and written form
• Ability to work collaboratively and build relationships
• Ability to work successfully as a member of a team and independently
• Ability to exercise sound judgment in making decisions
• Ability to analyze, organize and prioritize work while meeting multiple deadlines
• Ability to handle confidential information with discretion
• CIPP/US, CIPT, CDMP or equivalent certification

Customer Accountabilities:

• Works with Compliance partners and other related groups (such as Legal and Risk) to support creation of documentation and reports required by external regulatory bodies and TD internal groups
• Leads development of team procedures and governance processes and advises the Compliance stakeholders and teams of changes and enhancements to enterprise Compliance programs and requirements and where they may impact in the organization
• Provides governance oversight through management of the policy and training exemption governance and reporting processes to the Compliance Senior Executive Team (and related Compliance Sub-Committees)
• Assists Compliance team members in the use of Issues and Events system for tracking and reporting
• Prepares summaries, presentations, briefing notes, and any other required documentation to effectively report on the status of the Compliance program
• Represents CGO as a specialist on internal or external committees as well as on enterprise-wide Regulatory Change Management initiative, as required
• Delivers relevant subject matter expertise and Compliance advice to business Compliance partners
• Interacts with control functions within the organization
• Conducts meaningful research, analysis, and assessment of Compliance program activities at the functional level using results to draw conclusions, make recommendations, assess the effectiveness of enterprise Compliance programs
• Participates in/manages regulatory examinations and external/internal audits with respect to request for information regarding CGO portfolio; reviewing, packaging and providing information for department executive
