Senior Regulatory Analyst

Job Description

Under the general direction of the Regulatory Affairs Manager, this position will be primarily responsible for the company's wholesale generation formula rate and power supply templates and revenue requirement calculations. This position will ensure all assigned filings are in compliance with regulations as defined by the Federal Energy Regulatory Commission (FERC), Southwest Power Pool (SPP), Missouri Public Service Commission (MPSC) and Kansas Corporation Commission (KCC).

This position will participate in the following functions as necessary:

Wholesale (FERC) docket filings, rule makings and revenue analysis

FERC Reporting - updating assigned reports and submitting to FERC

FERC Filings - making any necessary filing with FERC as required by protocols or as assigned

Revenue requirement analysis

Rate design and interpretation of tariffs

Testimony development

Work with personnel in various departments across the company to determine appropriate rates and pricing options for wholesale customers

Support in FERC audits as needed

Support in any Regulatory matter as assigned

Support of Wdesk software and provide assistance with quarterly FERC Form 1/3-Q reporting process or other Regulatory reports and filings, as needed

Skills and Requirements

BS degree Accounting, Finance, Economics, Business

Administration, Engineering, Public Policy, or related field.

Experience in utility regulation (ratemaking, revenue requirements, regulatory accounting/FERC Uniform System of Accounts, plant accounting, financial analysis, or regulated analytical work)

Experience with any of the following:

Regulatory utility industry

Retail cost of service

Retail class cost of service

Regulated utility accounting

Revenue requirement modeling and rate case support

Testimony, exhibits, workpapers, and discovery responses

Advanced spreadsheet modeling, data validation, and analytical documentation

Large-scale integrated accounting systems

FERC Uniform System of Accounts

Fixed asset systems, especially Power Plan

Depreciation studies CPA, CMA

Experience with (Power Plan, Power Tax)

Experience in utility regulation, ratemaking, revenue requirements, regulatory accounting (FERC Uniform System of Accounts), plant accounting, financial analysis, or regulated analytical work

Knowledge of electric utility systems, regulatory accounting, financial statements, cost of service principles, revenue requirement concepts, depreciation studies, income tax accounting, utility property accounting, fixed asset accounting and state regulatory filing processes
