Overview Position: Airport Operations Supervisor - Airside, IAH Operations - Airside Applications Accepted From: ALL PERSONS INTERESTED Division/Section: IAH Operations - Airside Workdays & Hours: Shift work, will include a rotating schedule including weekends and holidays. Subject to change. Purpose of Division Airside Operations is responsible for the functionality and safety of the Air Operations Area (AOA) by maintaining compliance with FAA regulations to ensure the airport retains its operating certificate. Airside Operations monitors stakeholders for compliance with federal regulations as well as HAS operating instructions. Through joint coordination and communication with all airport groups and stakeholders, the team responds to and coordinates incidents and emergencies by implementing appropriate procedures, collaborating with first responders, and analyzing and taking action to assure continuity of service, operations, and airport services during all incidents and emergencies. Purpose of the Position The Airport Operations Supervisor – Airside serves as a leader in Airside Operations, maintaining a safe and secure airport environment by supervising airside functions including airport operations and tenant area inspections, managing operational and emergency activities, and facilitating emergency exercises and CFR Part 139 program training. Maintains efficiencies and safety, and helps employees become experts in their job functions. Note: Candidates must be able to obtain all security-required badge access including Custom Border Patrol access within 6 months from the hire date. Key Duties and Responsibilities Ensure the life safety of guests by maintaining a safe and secure airfield. Oversee projects (wildlife, fueling, 139 compliance, training, etc.) as needed and provide updates to management. Provide continuous oversight and direction to the Airside team by identifying daily objectives, scheduling, assigning work, training, and evaluating performance to ensure compliance with 150 series ACs and 14 CFR Part 139. Identify and anticipate operational and safety concerns by inspecting airport facilities and operating areas and monitoring radio communications. Conduct audits of operational activity and airport facilities to evaluate team performance regarding policy, procedures and regulatory requirements. Manage response to aircraft emergencies, Hazardous Material incidents and medical emergencies per the Airport Emergency Plan with coordination across internal divisions and external agencies using the National Incident Management System framework. Initiate and disseminate NOTAMs per AC 150/5200-28 and FAA JO 7930.2 to meet federal requirements. Oversee wildlife hazard management activities in coordination with USDA wildlife biologist; maintain and update Wildlife Hazard Management Plan per 14 CFR Part 139.337. Review, provide feedback and approve airside construction plans ensuring FAA regulatory compliance. Manage the fuel inspection program and maintain inspection records per 14 CFR Part 139.321 and 327. Manage and maintain the Airport Certification Manual and Airport Emergency Plan to ensure regulatory compliance per Part 139 subpart C and applicable advisories. Develop and facilitate periodic tabletop and full-scale emergency exercises and test resources to ensure compliance with the airport certification manual and 14 CFR Part 139.325. Communicate with airlines, tenants and airport personnel to resolve problems pertaining to airside operations and explain airport policy and lease provisions. Perform TSA 1520/1542 security inspections and respond to security incidents. Contribute to team effort by completing projects and performing other duties as assigned to enhance safety, security and productivity. Create, implement and enforce operating rules, regulations, standards and procedures to ensure airport safety. Working Conditions The position routinely requires lifting and moving moderately heavy items (up to 40 pounds) and long periods of walking on rough surfaces. May involve exposure to heat, cold, moisture and unpleasant air conditions, as well as handling soiled materials and chemicals such as aviation fuels. Requires coordinated eye/hand movements and fine motor tasks. Minimum Requirements Requires an Associate’s degree in Aviation Management, Aeronautics, Airway Science, Business Administration, Public Administration or a related field. A Bachelor's degree in the same fields may be substituted for up to two years of experience. Experience: Six years of progressively responsible experience in airport operations, four of which must be in an airside operations role. A pilot’s license, Control Tower Operator certificate, industry certifications (CM, AAE, IAP, ACE) and/or related military experience may be considered. Prior supervisory experience is required. License/Clearance Requires a valid Class C Texas driver’s license and compliance with the City of Houston’s driving policy (AP 2-2). Preferences Preference will be given to applicants with knowledge of airport airside operations or other aviation operational areas. Strong communication skills, MS Office proficiency, and knowledge of 150 Series ACs, 14 CFR Part 139 and NFPA regulations are highly desired. Previous 139 experience at a medium or large hub airport Air traffic control or experience communicating over air/ground radios Operating on the movement area of an airport AAAE certifications and/or FAA certified pilot license Experience handling aircraft emergencies and wildlife mitigation Must be able to work all shifts, on holidays and weekends Veteran preferences may apply per applicable policies General Information Selection/Skills Tests Required: The selection process will involve application review and interview. Pay Grade - 25 Salary information: Factors used in determining salary include qualifications and pay rates of others in this classification. This is a Tier I designated essential position.
