Budget Analyst

Summary This position is located in the Department of Health and Human Services, Office of Financial Resources, headquartered in Atlanta, Georgia. Responsibilities As a Budget Analyst, you will: Gather, extract, review, verify, and consolidate a variety of financial information and statistical data to prepare preliminary operating plans and reliable financial status reports. Conduct financial analysis and strategic budget planning. Prepare monthly outlay variance reports and develop supportive tabular/narrative materials. Identify funding problems, recommend courses of action, negotiate resolutions with budget staffs, and develop cost benefit analyses to advise managers on the most advantageous options. Performs a variety of budget analysis functions in assigned areas. Prepares reoccurring and special reports and presentation materials that document and explain the status of funds, expenses, and obligations. Provides support to managers and program staff in the budget formulation process by researching and compiling background and historical data to assist in the development of budget estimates and justifications and to identify the cost of operations Performs regular analysis of obligations and expenditures to ensure required limitations are observed, to identify cost trends, and to assist in the development and allocation of funds. Compiles background and historical data and documentation to assist in the development of budget estimates and justifications and to identify operating costs Recommends reprogramming and adjustments to work plans to account for changes in funding levels, program changes, and unanticipated expenses. Performs budget development, formulation and/or execution functions for assigned programs or administrative budget areas. Compiles data and prepares a variety of ad hoc and reoccurring reports and analyses related to financial management issues such as the status of funds, obligations, FTE usage, etc Requirements Conditions of Employment Qualifications WHAT WE ARE LOOKING FOR GS09 Grade Level: Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in the Federal service performing ALL of the following: Utilizing budget analysis functions in order to identify potential funding issues and make recommendations for resolution and/or minor reprogramming. Compiling information and quantitative data to prepare regular and ad hoc reports that present information such as the status of funds, expenditures, and obligations. Monitoring, reviewing, and reconciling commitments, obligations and expenditures. Maintaining databases, budget systems, registers and other automated systems which record budget data and track budget activities. OR A master's or equivalent graduate degree; OR A combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position. You must include transcripts. GS-11 Grade Level: Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing ALL of the following: Utilizing a variety of budget analysis functions for an office to identify potential funding issues and provides recommendations for resolution and/or reprogramming. Preparing reoccurring and special reports and presentation materials that document and explain the status of funds, expenses, and obligations. Monitoring, reviewing, and reconciling commitments, obligations, reimbursable orders in order to assure that obligations incurred and resulting expenditure of funds are in accordance with pertinent laws and regulations. Maintaining complex databases, register, and other accounting/tracking systems to monitor and track obligations, expenditures, and the flow of funds. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. You must include transcripts. GS-12 Grade Level: Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following: Providing oversight of the budgetary functions for an office and negotiating budget funding amounts, timing, and changes with program managers. Working with managers and program specialists in the development of annual work plans and schedules for the execution of approved budgets. Providing support to managers and program specialists in the budget formulation process. Maintaining complex databases, register, and other accounting/tracking systems to monitor and track obligations, expenditures, and the flow of funds.
