CLASSIFICATION: HRC Housing Coordinator
Pay Range: $58,290.16 - $71,166.64 annually
POSITION SUMMARY:
Under the supervision of the HRC Supervisor, provides oversight and management of all business transactions for housing subsidies provided through the Housing Resource Center. Business financial transactions include: tenant rent calculations, authorization of rental payments management of provider system set up for landlords and housing support vendors, utility allowance payments, repayment of damage deposits and other collections functions. Position works closely with the Saginaw County Community Mental Health Authority (SCCMHA) finance and network services department. Related business tasks include ensuring compliance with grant regulations, grant reporting, Housing Management Information System (HMIS) data collection, oversight of recertification schedule for tenant eligibility and housing file maintenance. This position will be knowledgeable about and actively support culturally competent recovery based practices; person centered planning as a shared decision making process with the individual, who defines his/her life goals and is assisted in developing a unique path toward those goals; and a trauma informed culture of safety to aid consumer in the recovery process.
ESSENTIAL DUTIES AND RESPONSIBLITIES:
1. Performs the business functions of supportive housing programs sponsored by SCCMHA. Business financial transactions include: tenant rent calculations, authorization of rental payments, collection of rents, management of provider system set up for landlords and housing support vendors, utility allowance payments, repayment of damage deposits and other collections and accounting functions.
2. Ensures that rent payments are processed timely and that all variances in rent payments are documented and processed timely.
3. Work directly with tenants and other consumers in relation to financial assessments related to their subsidies and SCCMHA services. May interview consumers for rent calculations and ability to pay, household income and expense declarations, verification of income & expenses, and utility allowance calculations.
4. Monitors consumer’s compliance with rent, damage deposits and other financial aspects of the housing entitlement in which they participate and will work with the HRC supervisor to address matters of non-compliance.
5. Establishes mastery of published federal and state rules pertaining to administration of each housing subsidy managed by the HRC.
6. Understands and uses principles of Fair Housing, Housing First, Recovery and Welcoming in all consumer relations and demonstrates these principles in community settings. Is able to engage consumers in the community with a personal approach which communicates these values. Able to work in a team with Peer Support Specialists.
7. Assists with the preparation of periodic program reports and billings.
8. Maintains business relationships with landlords participating in the program.
9. Develops a working knowledge of landlord/tenant law and ensures that the HRC program supports procedures and actions consistent with that law. Develops and provides consumer education regarding landlord/tenant law and assists consumers in both being good tenants and in advocating for their tenant rights.
10. May enter progress notes in the SCCMHA electronic medical record on a daily basis for Community Living Supports activities rendered to tenants and other consumers; enters service activity event data in the SCCMHA record.
11. May participate in various workgroups of SCCMA related to quality and operations.
12. Adheres to the mission, vision, core values and operating principles of SCCMHA at all times.
INCIDENTAL DUTIES AND RESPONSIBILITES:
1. May address community groups or organizations.
2. Performs related administrative tasks such as completing time cards, travel vouchers, etc.
3. May represent the HRC in community venues such as Landlord’s association.
4. Attends in-service training, seminars, conferences, and workshops in order to sustain professional competency.
5. Participates in Saginaw Housing Continuum by attending meetings and subcommittees as needed.
6. Reacts productively to change and handles other essential tasks as assigned.
7. Perform other duties as assigned by supervisor.

REPORTING RELATIONSHIPS:
Reports to: Housing Resource Center Supervisor
Supervises: None
WORKING CONDITIONS/ENVIRONMENT:
Works in office and various off-site locations, community settings, consumer residences and on the street providing support services to homeless individuals. May drive from HRC program location to SCCMHA as needed up to daily. Close contact with consumers who may have communicable disease and consumers who may be hostile, aggressive, and/or potentially violent. Transports consumers in automobile in all kinds of weather conditions and occasionally to high crime areas.
QUALIFICATIONS:
Education: Bachelor’s degree is required. Degrees which will be given primary consideration include Business, Administration, Management, Accounting and/or Finance..
Experience: Knowledge in business administration, real estate, property management, housing services, entitlement assistance programs, and public customer service settings are desirable. Experience in any and/or all of these areas is preferred and will be given more preference.
Licenses and Certifications: Valid Michigan Driver’s license with a good driving record.
Knowledge, Skills, and Abilities:
1. Analytical ability, finance, math and/or research skills, organization strengths and effective written and verbal communication skills are essential.
2. Competency in accounting.
3. Must be proficient in Microsoft Word and Excel, with equal writing and math competencies and be able to demonstrate these skills.
4. Ability to function independently and to communicate effectively in both verbal and written format.
5. Ability to work in electronic data management systems including web based data collection.
6. Ability to understand and use tact and diplomacy in relating to individuals from all social, economic and cultural backgrounds.
Physical/Mental Requirements:
1. Hearing acuity to converse in person and on telephone.
2. Visual Acuity to observe consumers behavior, read and proofread documents and use computers.
3. Ability to walk, stand or sit for extended periods of time.
4. Manual dexterity to write and to operate standard office equipment (PC, Keyboard, Copy Machine, Fax Machine, etc.)
5. Ability to lift and carry files and supplies at least 20 pounds.
6. Strong interpersonal skills to interact with leadership, employees, consumers and the general public.
7. Analytical skills necessary to conduct research, analyze, and interpret complex data and identify and solve problems by proposing courses of action.
8. Ability to plan short and long range and to manage and schedule time.
9. Ability to handle stress in meeting deadlines and dealing with large numbers of employees and/or consumers.
