POSITION VACANCY ANNOUNCEMENT Position: Compliance Manager - (1) Full Time - Gaming Commission Pay Grade: E5 Status: Exempt; Bi-weekly Pay Background Check: ExtensiveHiring Range: $55,332.63 - $71,692.12 - $88,050.58 Indian Preference applies in accordance with Ordinance #15-600-02 SUMMARY This position is responsible for managing the activities of the Compliance Department engaged in conducting operational audits, inspections, and investigations to ensure that all licensed Gaming Facilities are compliant with the Gaming Ordinance, Indian Gaming Regulatory Act, the Tribal - State Compact, and all other applicable laws, rules, and regulations. EMPLOYMENT QUALIFICATIONS Minimum Necessary Qualifications
- High School Diploma or GED; and
- Work experience of five (5) or more years as Compliance Officer, Agent, or Inspector (or similar) for a gaming regulatory agency; and
- A minimum of three (3) years of prior supervisory experience (including budgeting); and
- Strong knowledge of the Indian Gaming Regulatory Act and Federal Minimum Internal Control Standards.
- Investigation and report writing skills; and
- Manages staff and department functions to include personnel action recommendations, staff training, counseling, and scheduling.
- Establishes and coordinates the work plans, priorities, and resource allocation of the department, ensuring assignments and goals are clearly linked to the needs of the organization and business entity.
- Conducts and/or assigns operational audits to ensure that all licensed gaming facilities are compliant with the Tribal Gaming Ordinance, Indian Gaming Regulatory Act, the Tribal-State Compact, and all other applicable laws, rules, and regulations.
- Oversee the operational reviews, audits, inspections, and investigations by the Compliance staff.
- Completes detailed written and statistical reports regarding compliance and enforcement, issues, operational audits, inspections, and investigations.
- Deals with the public, gaming operation employees, and other agencies in a professional and courteous manner. Communicates effectively in writing and orally, presents to large groups.
- Directs and participates in the development, interpretation, evaluation, and implementation of policies, procedures, rules, and regulations in collaboration with the Executive Director and Gaming Commission.
- Determines fiscal requirements of the department and prepares budgetary recommendations; monitors, verifies, and reconciles expenditure of budgeted funds consistent with fiscal management policies.
- Evaluates the effectiveness of all audit remediation or corrective actions.
- Maintains a cooperative working relationship with Federal, State, and Local law enforcement officials.
- Review complaints from the public, licensees, and other gaming officials and take appropriate action.
- Assesses department training needs, develops, implements, and evaluates training for staff.
- Works flexible hours to include on-call, holidays, and weekends.
- Maintains working knowledge of all Federal and Tribal laws, rules, and regulations regarding gaming activities, including by way of example the Gaming Ordinance, the Tribal-State Compact, the Indian Gaming Regulatory Act, System of Internal Controls (SICS), Minimum Internal Controls (MICS), the departmental policies and procedures of the gaming operation, and regulations of Gaming Commission.
- Attends Gaming Commission meetings and hearings as directed.
- Maintains professionalism and strict confidentiality at all times.
