Ruiz Consulting LLC, doing business as Ruiz Safety Consulting, is seeking an experienced Site Safety and Health Officer (SSHO) to support a federal construction project at Joint Base Pearl Harbor-Hickam on Oʻahu.

This is a direct-hire, full-time W-2 position. The selected candidate will be responsible for implementing and administering the project safety and health program and Government-accepted Accident Prevention Plan. This is a safety-critical field position requiring independent professional judgment, strong communication skills, and the ability to work effectively with construction crews, subcontractors, project management, and Government representatives.

The position must meet the project’s SSHO Level 2 requirements. The SSHO or an equally qualified alternate must be present at the worksite while construction activities are being performed. The SSHO may not simultaneously serve as the Project Superintendent or Quality Control Manager.

Primary Responsibilities:

• Implement and administer the project Accident Prevention Plan and safety program.
• Ensure compliance with OSHA 29 CFR 1926, USACE EM 385-1-1, NAVFAC requirements, applicable Hawaii regulations, and Company policies.
• Conduct and document daily safety and health inspections.
• Maintain written inspection logs identifying hazards, corrective actions, and expected and actual correction dates.
• Prepare, review, and enforce Activity Hazard Analyses before work begins.
• Verify that required controls, permits, training, PPE, and Competent Persons are in place.
• Conduct mishap and near-miss investigations and prepare required accident reports.
• Maintain applicable OSHA 300 and 300A records and required project safety documentation.
• Attend preconstruction, preparatory, pre-work, safety, coordination, and progress meetings.
• Maintain training records, certifications, safety references, permits, and subcontractor safety documentation.
• Verify subcontractor EMR and DART information when required.
• Provide field safety oversight for roofing, fall protection, scaffolding, rigging, material handling, heavy equipment, electrical work, excavation, confined spaces, and related construction activities.
• Communicate deficiencies and corrective actions to project management, subcontractors, and Government representatives.
• Exercise stop-work authority when an imminent danger, serious hazard, or violation of the accepted safety plan is identified.
• Perform other safety-related duties consistent with the position and project requirements.

Required Qualifications:

• Active Construction Health and Safety Technician certification (CHST).
• Minimum of three years of dedicated construction-safety experience; five years preferred.
• Current OSHA 30-Hour Construction card.
• Current 40-Hour EM 385-1-1 Construction Safety Hazard Awareness certificate.
• Current First Aid, CPR, and AED certification.
• Experience developing, reviewing, or administering Accident Prevention Plans and Activity Hazard Analyses.
• Competent Person training or documented qualifications in fall protection, scaffolding, excavation and trenching, and confined space entry.
• Strong technical writing, communication, organization, and recordkeeping skills.
• Basic proficiency with Microsoft Office, email, PDF software, and mobile applications.
• Valid driver’s license and acceptable motor vehicle record.
• Must currently reside in Hawaiʻi.
• Ability to obtain NAVFAC approval and required access to Joint Base Pearl Harbor-Hickam.
• Ability to successfully complete applicable background, reference, and employment-eligibility requirements.

Preferred Qualifications:

• Previous NAVFAC or USACE SSHO approval.
• Prior Department of Defense or federal construction experience.
• Familiarity with NAVFAC P-307 requirements.
• Competent Person training in cranes and rigging, electrical safety, or lockout/tagout.
• HAZWOPER certification.
• Environmental compliance experience.
• Incident investigation and root-cause analysis experience.

Physical and Work Environment Requirements:

This position requires prolonged walking and standing, climbing stairs and ladders, accessing roofs and elevated work areas, wearing required personal protective equipment, and working outdoors in tropical heat, humidity, wind, rain, and direct sunlight. The employee must be able to safely access active construction areas and communicate effectively around construction equipment and noise.

Compensation and Employment Details:

• $35.00–$45.00 per hour, based on verified experience, certifications, and federal-project qualifications.
• Full-time schedule of approximately 40 hours per week.
• Overtime paid for eligible hours worked over 40 in a workweek.
• Company holiday premium pay in accordance with Company policy.
• Eligibility for Company-sponsored benefits, subject to applicable waiting periods, eligibility requirements, and plan terms.

Employment is contingent upon verification of qualifications and certifications, satisfactory completion of applicable background and professional reference checks, verification of authorization to work in the United States, NAVFAC approval to serve as the project SSHO, and the ability to obtain and maintain required installation access.
