Overview Jhpiego is an international, non-profit health organization and an affiliate of Johns Hopkins University, dedicated to improving the health of women and families in developing countries. For over 50 years, it has focused on providing high-quality, low-cost health care solutions, training health workers, and strengthening health systems. Jhpiego has been working in India since the 1980s in close partnership with national and state governments. With deep technical expertise and strong on-the-ground execution, Jhpiego helps design, test, and scale practical solutions and innovations that fit real-world systems across 11 thematic domains (Maternal and Newborn Health, Reproductive Health, Nutrition, Immunization, Comprehensive Primary Health Care, Human Resources for Health, TB and Infectious Diseases, Global Health Security, Women's Cancers, Non-Communicable Diseases, Digital Health). About The Program The IWiN Program aims to strengthen access to better management of women diseases. This includes increasing access to quality screening services, strengthening health system capacity, enhancing community awareness, improving referral and treatment pathways, and supporting evidence-based implementation of innovative women cancer prevention interventions. Under this intervention Jhpiego is facilitating a self-care model for breast health. The project asupports the pilot implementation of Community-Based Self-Breast Examination (SBE) Promotion to improve early detection of breast cancer and its digital recording to demonstrate the effectiveness of this model. About The Position The Program officer will provide technical and programmatic support for the implementation of women cancer initiatives in Sikkim under the IWiN Program. The position is responsible for coordinating implementation in identified greographies, strengthening the capacity of healthcare providers, supporting community mobilization, ensuring quality screening and referral services, monitoring program performance, and engaging with key stakeholders. The Program officer will work closely with the State Health Department, district health teams, healthcare facilities, and project partners to ensure timely achievement of project objectives. The PO will report to the State Program Officer. Responsibilities Develop district implementation and micro-plans in consultation with the State Health Department and key stakeholders. Conduct stakeholder consultations and coordination meetings at state and district levels. Support baseline assessments, community mapping, and operational surveys where applicable. Develop/adapt training materials, IEC/BCC resources, implementation tools, and reporting formats. Establish monitoring, reporting, and beneficiary tracking systems. Required Qualifications Master’s degree in public health, Community Medicine, Nursing, Social Sciences, Health Management, or a related field. Candidates with a Bachelor's degree and significant relevant experience may also be considered. Minimum 1-3 years of experience in public health program implementation, preferably in cancer prevention and control, NCDs, reproductive health, or community health. Experience working with Government health systems and development partners. Demonstrated experience in planning and coordinating capacity-building activities and community-based health interventions. Experience in program monitoring, data management, report writing, and stakeholder coordination. Willingness to undertake regular field travel across districts in Sikkim Skills and Competencies Strong program coordination and project management skills. Sound understanding of cervical cancer screening, HPV DNA testing, and public health programs. Excellent training, facilitation, mentoring, and supportive supervision skills. Strong communication, presentation, and interpersonal skills. Ability to engage effectively with government officials, healthcare providers, development partners, and communities. Strong analytical, problem-solving, and decision-making abilities. Experience in data analysis, monitoring and evaluation, and report writing. Proficiency in Microsoft Office applications (Word, Excel, PowerPoint). Ability to work independently and collaboratively within multidisciplinary teams.
