Summary Description Under the guidance of the Supervisor, Division of Facilities Management, provides leadership and oversight of the daily functions of the fiscal team and serves as a resource to both the fiscal team, and the Department of Planning and Construction staff regarding capital budget and capital projects. Responsible for all functions and activities associated with obtaining, processing, and tracking state school construction aid and related state-funded programs. Provides leadership and oversight for the fiscal and administrative aspects of the State Capital Improvements Program (CIP), including the preparation, submission, monitoring, and reconciliation of the annual State CIP request and associated state-funded programs. Coordinates with the Maryland State Department of Education, the Interagency Commission for School Construction, Montgomery County Office of Management and Budget, and internal departments to ensure compliance with state requirements, accurate funding requests, timely processing, and appropriate allocation and expenditure of state capital funds. Responsible for the oversight and monitoring of the local capital budget. Manages the fiscal administration of contracts and purchase orders, including and the establishment and monitoring of appropriate encumbrances. Responsible for the reconciliation of the school system?s capital fund accounts with the State Interagency Committee for School Construction and the Montgomery County Office of Management and Budget. Serves as the Division of Facilities Management?s primary fiscal resource and point of coordination for the State CIP and state school construction funding, ensuring that the state funding requirements, projecting funding status, appropriations, reimbursements, and related financial obligations are appropriately monitored and maintained. Provides leadership in the supervision of the Division of Facilities Management Fiscal team; works in collaboration with the Capital Construction Contract Administration and Procurement Team Leader; coordinates the teams? efforts to support schools; and coaches the fiscal team to maximize performance.Physical Demands: As required by the duties and responsibilities of the job.Special Requirements: Ability to work a flexible schedule to meet deadlines and attend meetings. Knowledge Skills Abilities Thorough knowledge of accounting principles and practices and their application to public sector construction, capital budgeting, capital project funding and fiscal administration. Thorough knowledge of capital budget development, monitoring, reconciliation, and reporting, including state and locally funded capital programs. Working knowledge of financial systems, needed to monitor and report on the construction fund and the general fixed assets accounts. Ability to establish and maintain accounting records and to prepare clear, concise financial and accounting reports. Excellent human relations and communications skills. Ability to analyze capital funding appropriations, expenditures, reimbursements, cash flow, and related financial obligations and recommend solutions to leadership. Ability to coordinate and lead meetings with internal and external stakeholders, including local and state agencies, concerning capital budgets, state school construction funding, and the fiscal administration of capital construction projects. Thorough knowledge of the organization of Montgomery County Public Schools (MCPS), MCPS processes and system, policies and procedures, organizational and leadership theory or knowledge and experience in a comparable public sector organization. Ability to interpret and communicate MCPS policies, regulations and procedures, as well as local, state, and federal mandates as they relate to school business and financial operations. Ability to supervise, develop, and provide leadership to a team and coordinate work across units. Education Training Experience Bachelor’s degree from an accredited university with a preferred major in business administration, finance, accounting, pubic administration, educational administration, or a related field. Extensive experience with capital budgeting, financial administration and with financial and organizational software required. Five or more years of progressively responsible experience in public sector finance, capital budgeting, capital project funding, or related financial administration required. Administrative or supervisory experience required. Demonstrated facilitative leadership skills and ability to work with a variety of stakeholders. Experience administering state or locally funded capital programs is preferred.
