Financial Analyst This position requires an active Public Trust clearance or the ability to obtain a Public Trust clearance to be considered. Overview The Financial Analyst will assist with CBP's Financial Management, Reporting and Budget. Tasks include coordinating data inquiries, writing investment justifications, and working with subject matter experts to provide information needed to develop and advocate for the PMO's resource requirements. Compensation & Benefits Estimated Starting Salary Range: $80,000 to $90,000. Pay commensurate with experience. Responsibilities Coordinate data inquiries, write investment justifications, and collaborate with subject matter experts to develop and advocate for the PMO’s resource requirements. Assist the Government in consolidating requirements and drafting documentation to support all out‑year budget requests. Coordinate with the PMO Business Operations Division Director and Financial Management Branch Chief to conduct analysis, consolidate documentation, and prepare draft inputs for the Resource Allocation Plan (RAP) and Spend Plans. Support the Financial Management Branch in tracking and processing financial data in SAP (or its replacement) and generating external reports for the PMO. Enter procurement requests and record accurate funds commitment, obligation, and disbursement data in SAP. Process Purchase Requisition Request (PRR) Forms and request new Z‑codes in coordination with FM&E Planning, Policy, Programming and Budget (P3B). Review Project Requirements Documents for financial implications and recommend concurrence or non‑concurrence to the Branch Chief. Perform 3i review of Purchase Requisitions as needed. Conduct Budget Officer Quality Assurance review of Purchase Requisitions. Develop and coordinate signatures of Reimbursable Work Authorizations in line with DHS, CBP and FM&E policy. Complete re‑programming requests in coordination with P3B. Monitor funding availability and expenses. Process Commercial Invoices and Intra‑governmental Payment and Collections (IPAC). Process de‑obligations, Goods Received (GR) and Invoices Received (IR) actions. Draft, edit, and review documents on process, policy, procedure, and training, and track and analyze financial performance indicators on programs and projects. Coordinate meetings with stakeholders on financial management topics and arrange financial management training sessions as needed. Research and validate data in response to financial audits and perform regular quality assurance/quality control checks of financial data in SAP. Produce daily and weekly financial reports as requested by the Government Client. Perform other job‑related duties as assigned. Qualifications Bachelor's Degree or equivalent in Business Administration‑Finance. Three or more years of experience in a federal setting. Experience in government budget and knowledge of Federal Appropriations Law. Proficiency with Microsoft Office (Excel, Word, PowerPoint). Advanced PowerPoint skills, including advanced graphics, charts, and animations. Advanced Excel skills (complex formulas, pivot tables, VBA for macro development). Dashboard development experience. Visio skills for decision tree development. Strong written and verbal communication skills. Strong organizational skills. Ability to obtain a Public Trust clearance. Experience using SAP (ERP System). Must pass pre‑employment qualifications of Cherokee Federal.
