Responsible for all aspects of Quality across the programs life-cycle including proposals, contract review, start-up, development, transition to production, production and support. Requires an understanding of quality tasks across quality functions including hardware, software, systems and suppliers/subcontractors, and customers. Proficient in company policies. Partners with program teams as the Quality Lead for design, development, production and mobilization phases of program execution. Performs contract reviews and flows down contract quality requirements to quality team, including suppliers. Establishes quality budgets and cost commitments. Serves on the program area Risk and Opportunity Review Boards; nominates risks and opportunities. Ensures Quality Assurance Plans are documented and current and implemented. Schedules and ensures assessments of program (e.g. quality audits). Participates in independent program reviews to understand risks and drive Return to Green plans. Maintains a DCMA/Customer quality relationship. Establishes and maintains effective Quality Program Team business rhythm.Key responsibilities include: Overall responsibility for implementation and execution of the quality management system.Perform Contract Review to identify contract quality requirements and generating and ensuring implementation of a Quality Assurance Plan (QAP) on the program consistent with those requirements.Partner with Program Management and Integrated Product Team (IPT) to provide proactive issue identification, causal analysis, mitigation, and preventive action.Identify risks and proactively work with the program team to document risks and help to develop and ensure mitigation plans are in place.Represent the RMS Quality functional organization at program reviews, program staff meetings, etc.Establish and maintain Quality metrics that are utilized by the program team to monitor performance.Drive root cause analysis, and corrective actions as required.Perform trend analysis and oversee corrective measures for Quality related metrics; surveil program metric trends.Communicate and escalate quality, customer satisfaction and program performance issues to the program team, functional / program managers and business leaders as necessary for timely resolution.Interface with Customer (including but not limited to Defense Contracting Management Agency (DCMA)) and / or Contract level Quality Assurance Representative (QAR) as well as Navy customers (SP/PMO)Responsible for helping to improve CPAR scores for the Quality scope.Ensure realistic QA budgets and staffing are established for the Quality Program Team and cost commitments are met.Assist in the planning of internal and external (subontractor, customerl, DCMA) auditWHO WE AREOur customers are world-wide and so is our reputation for creating original solutions with the latest technologies. Our products keep our customers safe and bring them home to their families at night.Basic QualificationsBachelor’s degree from an accredited college or equivalent experience/combined education.Previous experience in Quality Engineering and/or related discipline processesUnderstanding of basic Hardware Quality processesUnderstanding of basic Supplier Quality processesUnderstanding of basic Software Quality processesProficiency in Microsoft Office applicationsAbility to obtain a security clearance Desired SkillsBackground in a STEM discipline (e.g., engineering, computer science, physics, mathematics, or a related field).Cost Account Management (CAM) Trained/ExperienceSoftware, Computer, and/or Electrical Engineering degree/background.Agile Development/Environment ExperienceBasic understanding of Software Languages (such as C#, C++ and Java).DoD contract experience.Knowledge of LM RMS process and procedures.Lean/Six Sigma black (or green) belt certification.Formal Process Auditing training and experienceExperienced with peer reviews of software systems or documents.Ability to travel to support quality activities as required.Previous quality experience in defense industryPrevious experiences interfacing with Government (i.e..
