Statewide CECC Trainer/Encampment Contract Manager

Job Description and Duties

Under the general direction of the Deputy Division Chief of the Office of Homelessness and Encampments, the Maintenance Manager II (MMII) serves as a statewide program leader responsible for coordinating and supporting encampment related maintenance operations across all 12 districts. The MMII provides statewide guidance, policy alignment, training, and operational oversight to ensure consistent, safe, and compliant encampment related practices. The incumbent supports onboarding and ongoing training for Encampment Cleanup Crew (CECC) personnel, Hazmat Contractor compliance, and acts as a primary point of contact for district maintenance inquiries related to encampment operations.

The MMII assists with statewide encampment related service contracts, helps develop and implement policies and procedures, conducts research and analysis, prepares reports, and collaborates with districts, Headquarters, and external partners to strengthen safety, consistency, and effectiveness in encampment related activities. Duties include training CECCs on hazardous materials handling, inspections, encampment posting and cleanup coordination, safety protocols, equipment and PPE management, documentation, and collaboration with District Hazmat personnel for proper hazardous waste storage and disposal. The MMII also develops innovative approaches to how the department removes encampments and provides coordinated oversight.

Statewide travel, irregular work hours, a valid Class C driver’s license, and current HAZWOPER certification are required. The incumbent must maintain knowledge of all relevant Maintenance Manual policies, encampment procedures, hazardous materials requirements, and associated safety standards.

Working Conditions

Position located at 1120 N St Sacramento, Sacramento County.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

2. Describe your experience with presenting and training groups in classroom setting.

3. Describe your experiences using Integrated Maintenance Management System (IMMS), Caltrans Encampment Reporting tool (CERT), Survey 123, LCPtracker, CGI Advantage and other data gathering and reporting system you have worked with.

Abilities: The incumbent must be able to acquire expertise regarding procedures and interpret policies of the Department. Must be able to plan, organize, and direct the work of others, judge work quality and performance, analyze situations accurately and develop an effective course of action. Must possess the ability to take the initiative in problem solving, researching, analyzing data, and developing recommendations to address various maintenance related issues. Must be able to communicate clearly orally and in writing, develop and make effective presentations, and communicate the goals and objectives of the various programs included in the Office of Roadside Management. The incumbent is expected to work cooperatively with others, act as program lead on committees and teams, coordinate activities with other agencies and external organizations, take intelligent risks, be able to perform independent research, reach sound conclusions, communicate research findings verbally and in prepared documents. The incumbent must be able to monitor and address multiple and ongoing contract management activities including performance, budgets, and schedules and take effective actions to maintain contract compliance. Must be able to address multiple issues, including sensitive issues, responsibly and with tact.
