In accordance with the Code of Virginia, incumbents of this position must complete a Statement of Economic Interests form upon selection and annually thereafter. One VSP.Minimum QualificationsKnowledge:• Extensive knowledge of laws, rules, regulations, and policies regarding criminal investigations, and public safety agencies.• Advanced knowledge of law enforcement principles, investigative practices, complex case management, and emerging trends affecting criminal investigations.• Advanced knowledge of leadership and management principles, including strategic planning, organizational development, performance optimization, and talent cultivation.• Thorough knowledge of the budgetary process, resource allocation, and fiscal stewardship within a public safety environment.• Strong working knowledge of internal controls, risk identification, and compliance standards relevant to law enforcement operations.Skill:• Proficiency in the safe and effective use of firearms, issued weapons, and related tactical equipment.• Skilled in the operation of motor vehicles in both routine and emergency conditions.• Proficiency with personal computers and Microsoft Office applications, including effective use of data systems and performance dashboards.Ability:• Ability to lead, administer, and evaluate complex law enforcement operations and administrative support services.• Ability to make timely, purposeful decisions aligned with mission priorities and operational demands.• Ability to plan, implement, and assess bureau-wide initiatives that strengthen investigative capacity and organizational readiness.• Ability to communicate with clarity and professionalism, especially under adverse or sensitive conditions, and to convey expectations effectively at all organizational levels.• Ability to navigate difficult situations tactfully and diplomatically while maintaining mission integrity and protecting civil liberties.• Ability to interpret laws, policies, regulations, and investigative data in order to make sound operational judgments.• Ability to analyze complex problems, identify root causes, develop logical conclusions, and implement necessary changes that improve performance and outcomes.• Ability to foster trust based, problem solving partnerships and maintain effective relationships with internal and external stakeholders.• Ability to promote personal accountability, provide kind and direct feedback, and model continuous improvement consistent with the Cultural Playbook.• Graduation from high school or equivalent.• Progressively responsible leadership experience directing or supervising complex criminal investigative operations.• Must possess, or be eligible to obtain, law enforcement officer certification in the Commonwealth of Virginia without attending a Department of Criminal Justice Services (DCJS) basic law enforcement officer training course.
