IT Enterprise Architect - Senior Specialist

Salary: $104,304 - 140,268 per year Requirements:

• Bachelors degree in Information Technology, Computer Science, or a closely related field plus five years of IT architecture experience in complex or enterprise environments, or an equivalent combination of education, training, and professional experience.
• Experience conducting proof-of-concept evaluations and creating current-state and target-state architecture models.
• Experience developing multi-year technology roadmaps and using architecture modeling and diagramming tools.
• Knowledge of multiple IT disciplines, including data management, IT security, local and wide area networks, data storage, and application architecture.
• Knowledge of IT governance, standardization, and lifecycle management.
• Experience assessing technology and aligning architecture with business strategy, including on-premises, hybrid, and multicloud infrastructure such as Microsoft ecosystems, Azure, or AWS.
• Experience assessing business capabilities, workflows, processes, dependencies, and technology needs to identify architecture opportunities.
• Experience performing architecture reviews, applying enterprise architecture principles and standards, evaluating alternatives and risks, and making actionable recommendations.
• Experience evaluating technology portfolios and investments for strategic alignment, business value, lifecycle risks, duplication, dependencies, technical debt, interoperability, supportability, and total cost of ownership.
• Ability to assess technology as an interconnected enterprise ecosystem and use critical thinking to solve complex, ambiguous problems.
• Strong verbal, written, and visual communication skills, with the ability to tailor complex technical information to executive, business, technical, and external audiences.
• Ability to build trusted relationships, facilitate discussions, influence and negotiate without direct authority, constructively challenge approaches, and build consensus among stakeholders.
• Familiarity with interpreting and applying Washington State enterprise IT policies, standards, guidelines, technology requirements, and services.

• Preferred: A masters degree in Information Systems, Computer Science, Business Administration, or a related field plus seven years of IT experience in an enterprise architecture domain, or an equivalent combination of education and experience.
• Preferred: Experience in public-sector, government, or highly regulated environments; knowledge of enterprise architecture frameworks such as TOGAF, Zachman, or FEAF; experience modernizing legacy systems or leading digital transformation; experience with enterprise IT governance or standards development; and relevant certifications such as MSCE, CITA, CCNA, EACOE, CISSP, Security+, ITIL, or TOGAF.

• Create and maintain enterprise architecture models, diagrams, and documentation across business, application, information, and technology domains, ensuring alignment with our agency goals.
• Develop and maintain a rolling two-year IT roadmap with leadership that sets modernization priorities and identifies end-of-life risks, funding needs, efficiency opportunities, and standardization opportunities.
• Build conceptual and logical future-state architecture models, including hardware and software frameworks, to support long-term modernization and our mission and IT strategy.
• Assess platform changes and technology additions for compatibility with our existing systems, strategy, outcomes, and long-term needs.
• Align enterprise architecture and engineering work with business strategy and agency outcomes.
• Establish and uphold architecture principles, standards, policies, compliance, and governance practices to improve consistency, lifecycle management, and environmental supportability while reducing technical debt.
• Maintain a standardized repository of architecture artifacts so enterprise knowledge is accessible and reusable.
• Lead and support enterprise IT initiatives that advance strategic alignment and technology adoption, ensuring architectural consistency across projects.
• Advise agency leaders, service owners, project teams, and business partners on technology decisions, early architecture alignment, return on investment, total cost of ownership, and initiative value.
• Present architecture perspectives and strategic plans through visual models and communications tailored to executive and technical audiences.
• Collaborate with business and technical partners to make technology decisions transparent, aligned, and understood.
• Track architecture performance using measurable outcomes and partner feedback, and use evidence-based decisions to improve service and technology quality.
